Everything about the sanitary pass

Since June 9, a health pass has been put in place to accompany the French back to a normal life while minimising the risk of contamination. Since July 21st, it is necessary to access places of leisure and culture. Since 9 August 2021, it is mandatory in cafes, bars, restaurants, some shopping centres, retirement homes and long-distance transport. The law on various health surveillance provisions published in Official Journal of 11 November 2021 extends the possibility of using the health pass until 31 July 2022. What is the sanitary pass?

  FYI : The sanitary pass incorporates two devices:

  • sanitary pass « activities » which allows access in France to certain places receiving public service may be applied until 31 July 2022;
  • sanitary pass « travel » is implemented under the EU's "Digital Covid certificate" and border health control. The use of the European travel pass is provided for in the legal plan of 1to July 2021 to June 30, 2022.

The sanitary pass « activities » shall consist of in numeric format (via « My Booklet » of the AllAntiCovid application ) paper, a health proof, of the following 3 (one of these 3 proof is sufficient):

  • The vaccination certificate, provided that persons have a complete vaccination plan:
    • 7 days after 2e injection for dual injection vaccines (Pfizer, Moderna, AstraZeneca);
    • 28 days after injection for single injection vaccines (Janssen/Johnson & Johnson);
    • 7 days after injection of the vaccine in people who had Covid-19 (only 1 injection).
    • 7 days after the administration of an additional dose of a messenger RNA vaccine (Pfizer or Moderna) for persons fully vaccinated at the foreigner with a vaccine placed on the emergency list of the World Health Organisation (WHO) but not authorised or recognised by the European Medicines Agency (Sinovac/Coronavac or Sinopharm/BBIB-PVero Cells).
    • 7 days after the booster dose (which can be administered 5 months after the last injection).
  • Proof of negative RT-PCR, antigenic or self performed under the supervision of a health professional of less than 24 hours maximum. Self-tests performed under the supervision of a health professional are once again recognised as evidence for the health pass.
  • The result of a positive RT-PCR or antigenic test attesting to the recovery of Covid, dating from at least 11 days and less than 6 months. It indicates a limited risk of reinfection with Covid-19.

One medical certificate attesting to a medical contraindication to vaccination can be submitted in place of the above 3 documents.

  FYI : Effective December 15, 2021, individuals over 65 years of age and those vaccinated with the Janssen vaccine will be required to have a booster dose no more than 7 months after the last injection in order for their pass to remain valid.

As of January 15, 2022, all persons aged 18 and over must have received a booster dose up to 7 months after their last injection to benefit from a valid pass. For example, someone who received his 2e dose on 1to July 2021 may receive the 3e dose from 1to December, and will have to recall before 1to February 2022 to keep its valid sanitary pass.

  Please note : Since October 15, 2021, RT-PCR and antigenic tests have not are more free for unvaccinated adults except for medical reasons.

In order to combat the spread of the Covid-19 epidemic, the law on various health surveillance provisions published in Official Journal of 11 November 2021 extends until 31 July 2022 the procedure for exiting from a state of health emergency and in particular the possibility to use the health pass until 31 July 2022 if the health situation so warrants and on the basis of specific health indicators (vaccination rate, positive screening rate, incidence rate and saturation rate) creation of resuscitation beds).

  FYI : Persons fully vaccinated at the foreigner with a vaccine authorised by the World Health Organisation (WHO) but not authorised or recognised by the European Medicines Agency (EMA) must receive an additional dose of a messenger RNA vaccine approved by the EMA (Pfizer or Moderna) in order to benefit from a health pass in France. The complete vaccination plan is 7 days after the administration of this additional dose to validate their sanitary pass in France.

How do I get my health pass?

Since May 27, 2021, all vaccinated persons can retrieve their vaccination certificate from the Health insurance portal by connecting via France Connect. In addition, any health care professional can find a vaccination certificate and print it out if a person requests it.

All PCR and antigenic tests generate proof as soon as the result is entered by the professional in the database SI-DEP , which can be printed live and is also made available to the patient via an email and a SMS to go and retrieve it on SI-DEP.

The process for retrieving positive test evidence of Covid recovery is the same as for negative tests via SI-DEP. The certificate of reinstatement is now kept for 6 months on SI-DEP .

If you have been vaccinated in France, you can go to your vaccination centre or go to a doctor or pharmacist authorised to vaccinate with the summary entitled « Data transmitted to Health Insurance » with identifier « patient code ». This code will allow you to find yourself in the Vaccin Covid database.

  Warning : If you are not a beneficiary of a French health insurance scheme (for example, you are European living in France), you do not have access to the Health Insurance online service .

  Please note : Since 25 June 2021, it is possible to download its certified vaccination certificate in accordance with European standards, in bilingual version (English-French) from the online service of the Health Insurance. This certificate shall form part of the evidence authorised to travel within the European Union from 1to July 2021.

How to import your sanitary pass into "TousAntiCovid Carnet"?

To import the vaccination certificate into the TousAntiCovid application:

  • Open the AllAntiCovid application
  • go to « My Booklet »;
  • select « Add Certificate » and scan the QR code on the right of the certificate (printed document or displayed in pdf on the screen of a tablet, computer or other smartphone).

If you had already downloaded your QR Code in the TousAntiCovid Carnet application, an update was made on 1to july 2021, you can easily convert your pass to french « 2D-DOC » in European format (click on ... top right of the QR code then « Convert to European »).

Once imported into « AllAntiCovid Notebook » when you display it in full screen mode, you have access to two tabs « Activity » and « Border ». You can then present the corresponding certificate in the places where it is required.

To import proof of a negative test or proof of « recovery » (positive test) in « AllAntiCovid Notebook », you can scan the QR code on the left of the document in paper or PDF format from SI-DEP that accompanies the test result. You can also import the test result directly into TousAntiCovid by clicking the link in the SI-DEP portal.

  Please note : Each user can integrate their scanned evidence into the « Notebook » AllAntiCovid application for easy storage and presentation of certificates during travel or events where the pass is required. It is also possible to store evidence for your children or other relatives.

Who does the pass apply to?

The health pass covers all persons over 18 years of age. For teenagers aged 12 years and two months to 17 years inclusive, it applies from September 30, 2021 . This two-month period allowed adolescents as young as 12 years of age on 30 September 2021 to receive their complete vaccination plan (Decree No. 2021-1268 of 29 September 2021).

It applies to the audience at the places and events where the pass is required.

The pass also applies to French expats staying in France and foreigners tourists.

The health pass also concerns certain professionals in their workplace since 30 August 2021.

  Please note : From 16 October 2021, the health and medical-social institutions and services, subject to the vaccination obligation must justify to their employer having a complete vaccination plan or not being subject to it due to medical contraindication or recovery after Covid-19 contamination.

French expats: health pass and reimbursement of screening tests

Foreigner-vaccinated French people living outside the EU with vaccines recognised by the European Medicines Agency (EMEA) or their equivalents can obtain a valid health pass in France and in the European area. French expats can claim reimbursement of the costs of antigenic testing or PCR performed during their stay in France.

Where is the health pass required on French territory?

Places of activity and leisure

  • auditoriums, conference rooms, projection rooms, meeting rooms;
  • concert and performance venues;
  • cinemas
  • museums and temporary exhibitions;
  • festivals
  • sports events (amateur outdoor sports events);
  • closed and covered sports establishments;
  • outdoor establishments;
  • conservatories, when they host spectators, and other places of artistic education except for professional practitioners and persons engaged in professional training;
  • game rooms, escape-games, casinos;
  • zoos, amusement parks and circuses;
  • capitals, tents and structures;
  • fairs and lounges;
  • professional seminars of more than 50 persons, when held at a site outside the company;
  • libraries (except those university and specialised libraries such as the Bibliothèque nationale de France);
  • cultural events organised in higher education institutions;
  • fairgrounds with more than 30 stands or attractions;
  • cruise ships with catering or accommodation;
  • religious establishments when they host cultural activities (concerts, shows);
  • any cultural, sporting, playful or festive event, organised in the public space or in a place open to the public, which may give rise to a control of the access of persons.

Friendly places

  • discos, clubs and dancing bars;
  • bars, cafés and restaurants including terraces, except canteens, company restaurants, takeaway sales of prepared meals, professional road and rail catering, room service and breakfasts in hotels and non-commercial catering such as free food.
  • wedding receptions, such as private parties, which take place in establishments receiving the public (party rooms, hotels, castles, capitals...). Responsibility for controlling the pass rests with the party organiser. The sanitary pass is not applicable to civil and religious ceremonies.

Health Places

  • hospitals for persons going to scheduled care, unless otherwise decided by the head of service or the competent authority where the application of the pass may affect access to care;
  • retirement homes, medical and social establishments for accompanying persons or visitors. It is not required in children's medical and social facilities or independent residences. The pass cannot be requested in case of medical emergency or access for Covid-19 screening.

Long Distance Public Transport

Long-distance journeys by interregional public transport, except in cases of emergency impeding the obtaining of proof: aircraft (domestic flights), trains (TGV, Intercity, night trains) and unconventional interregional coaches. Other modes of transport, including public transport, are excluded from the application of the pass.

Big shopping

Large shopping centres over 65,000 feet2, by decision of the prefect of the department, where their characteristics and the seriousness of the risks of contamination so warrant, under conditions guaranteeing access for persons to the essential goods and services and to the means of transport accessible within these shops and centres. The check will be done at the entrance of the shopping centre, not at each sign in the centre. As of 8 September, the sanitary pass is no longer required in the shopping centres of the departments where the incidence rate is less than 200 / 100 000 inhabitants and has been decreasing continuously for at least 7 days.

  FYI : From June 9 to July 20, 2021, the health pass was mandatory to participate in events hosting more than 1,000 people: large concert halls, sports or cultural events, festivals, fairs and lounges.

From 21 July 2021 to 9 August: the health pass was required to access all events or places that receive at least 50 people: places of cultural, sports and leisure activities as well as trade fairs or trade shows.

Since August 9, 2021, the 50-person threshold has disappeared and the health pass has been extended to places of friendliness, places of health, long-distance public transport and shopping centres over 20,000 m2 in departments with a high incidence of the virus.

The use of the sanitary pass in the national territory is authorised under the Law of 31 May 2021 on the management of the health crisis. The law on various health surveillance provisions published in Official Journal of 11 November 2021 extends the possibility of using the health pass until 31 July 2022.

Sport: with or without a sanitary pass?

Who can ask me for my health pass and what data is available?

To manage sanitary pass verification, the proof documents (paper or digital) have a QR code that can be flashed using the application « AllAntiCovid Verif » by the operators of establishments receiving the public or the event organisers concerned by the past.

This application has the minimum reading level with just valid/invalid pass and name, first name, without disclosing any more health information.

  FYI : This control is limited to checking the health pass, it does not extend, except in special cases (long distance journeys, discotheques) to checking the identity of the person presenting the document, this is a matter for law enforcement.

European sanitary pass for travel to Europe

From 1to July 2021, to travel within the European Union, you must submit « EU Digital Covid certificate » which consists of in numeric format (via « My Booklet » of the AllAntiCovid application ) paper, one of the following 3 (one of these 3 pieces of evidence is sufficient):

  • The vaccination certificate, provided that persons have a complete vaccination plan:
    • 7 days after 2nd injection for dual injection vaccines (Pfizer, Moderna, AstraZeneca);
    • 28 days after injection for single injection vaccines (Janssen/Johnson & Johnson);
    • 7 days after injection of the vaccine in people who had Covid-19 (only 1 injection).
  • Proof of a negative RT-PCR test of less than 72 hours maximum or an antigenic test of less than 48 hours maximum for travel to Corsica, overseas communities and the European Union.
  • The result of a positive RT-PCR or antigenic test attesting to the recovery of Covid, dating from at least 11 days and less than 6 months. It indicates a limited risk of reinfection with Covid-19.

To travel to Europe, it is necessary to present the sanitary pass in European format with a QR Code « EU digital COVID certificate », it can be read anywhere in Europe, directly in the TousAntiCovid application or in paper format, in English and French.

The « EU Digital Covid certificate » shall be valid in all countries of the European Union as well as in Liechtenstein, Switzerland, Iceland, Norway, Monaco and Andorra. It is available in national languages and English. It is applicable to travel to overseas communities.

The use of the European travel pass is legally provided for until 30 June 2022.

  Warning : Each country remains free to lay down its own rules of entry, they are not standardised at EU level. Check the rules set by the destination country on Travel Tips on the website of the Ministry of Foreign Affairs.

In the context of journeys to Corsica, overseas communities and the European Union, proof of the negative antigenic test must be less than 48h and self-tests under professional supervision are not acceptable. Only RT-PCR or antigenic tests are accepted.

Download and import vaccination certificates and tests in European format

Since 25 June 2021, vaccination and test certificates have been available in the European format.
