The Act to Combat Climate Change and Build Resilience to its Effects is known as the Act translates part of the 146 proposals of the Citizens' Climate Convention selected by the Head of State, to reduce greenhouse gas emissions 40% by 2030, in a spirit of social justice.
The law is organized around the five themes on which the Citizens' Climate Convention (CCC) debated and presented its proposals in June 2020: consume, produce and work, travel, shelter and food. It also strengthens penalties for environmental damage.
It has more than 300 articles following its vote by Parliament. Its very first article, which came out of the parliamentary debate, states that the state undertakes to respect the European objective of at least a reduction 55% GHG emissions by 2030. A final title has been added, setting up a system of ongoing evaluation of the effects of the law. The High Climate Council will be responsible for assessing annually the implementation of planned measures and, every three years, the action of local authorities in reducing GHGs and adapting to climate change.
