The Ministry of the Interior has since 1to April 2021 monitoring of foreigner workers. This mission was previously carried out by the Direcctes.
6 April 2021, new online service will file online work authorisation applications.

CDI Employee
If you are a foreigner and come to France to work as an employee, you can obtain a temporary residence card. It shall be marked employee if you have an indefinite contract (CDI).
Temporary residence card mention employee allows you to stay in France to work.
You are affected if you meet all of the following conditions:
- You foreigner and come to France to work as employee
- You are not entitled to a residence permit for personal or family reasons (resident card or personal and family residence card for example)
- You have work authorisation
- You have a long-stay visa valid as a residence permit (VLS-TS) employee if you are allowed for the 1re time in France
You live on the foreigner
Your employer must make the application for work authorisation before entering France.
In case of agreement, the administration informs your employer, who notifies you. You can request a long-stay visa valid for residence (VLS-TS).
You can start working as soon as you arrive in France.
VLS-TS Validation
Within 3 months of your arrival in France, you must validate your VLS-TS and pay a fee in addition to the visa fees.
The online approach allows you to regular stay and to be able to cross the Schengen Area.
Validate a long-stay visa valid as a residence permit (VLS-TS) and pay the fee
Please note
the amount of tax is €200.
You must submit your card application to your home prefecture or sub-prefecture within 2 months of the expiry date of your VLS-TS. Find out more on your prefecture's website.
If your file is complete, you receive a reclaimed pending the prefecture's response.
You live in France
Your employer must make the application for work authorisation.
You must submit your card application to the prefecture (or sub-prefecture) of your home before the expiry of your residence permit. Find out more on your prefecture's website.

- Your long-stay visa
- Your passport (pages on marital status, validity dates and entry stamps)
- Birth certificate (full copy or extract with filiation)
- If you are married: your spouse's residence card (or identity card) and marriage certificate
- If you have children: extracts from your children's birth certificate with filiation
- Proof of domicile less than 3 months old
- 1 photos
- Work permission for the occupied position
- Proof of employment by your employer or copy of the last 3 pay slips
- Certification ofOfii: titleContent of closing or monitoring the actions provided for in the Republican integration contract
- Medical certificate issued by the Ofii (requested upon delivery of the card)
- Proof of payment of the tax and stamp duty (requested upon delivery of the card)
FYI
civil registration documents must be accompanied by their translation into French by a certified interpreter.
You must pay €225 (tax €200 + stamp duty €25) tax stamps.
The proof of payment is required when the card is delivered.

Your request is accepted
If your application is accepted, you are summoned to the prefecture for the issue of the title.
Your request is denied
If the prefect has notified you of the refusal
The decision of the Prefect is yours notified by reasoned letter (explicit decision). Except where otherwise provided, such refusal shall be accompanied by obligation to leave French territory (OQTF) fixing the country where you will be returned.
You can form litigation before the administrative tribunal (within 48 hours, 15 days or 30 days depending on the type of OQTF).
No reply from the Prefect on your request
If the Prefecture did not respond after the receipt was valid, it is an implied refusal.
You can train within 2 months:
- an administrative remedy (ex gratia before the prefect and/or hierarchy to the Minister of the Interior),
- and/or a contentious appeal before the administrative tribunal.
Warning
if your receipt expires and you do not have a response from the prefecture, the processing time may be extended. In this case, you can get your receipt renewed at your prefecture foreigner office. Find out more on your prefecture's website.
The card is given to you by the prefecture or sub-prefecture where you submitted your application.
This card is valid 1 Year and renewable.
You always hold a salaried job
You must apply for a renewal of your residence card. If accepted, you will receive a valid multi-year residence card 4 years.
You're unemployed
If you are compensated by Pôle emploi, you can benefit from a new temporary residence card employee valid 1 Year. If at the end of this period you have not found a job, you will receive a new temporary residence card employee valid for a period equal to your unemployment insurance rights.
Application Filing
You must apply for the renewal of your residence permit in the prefecture (or sub-prefecture) of your home, within 2 months of its expiry date. Find out more on your prefecture's website.
You must provide the following documents:
- Your residence permit expires
- Your passport (pages on marital status, validity dates and entry stamps)
- Birth certificate (full copy or extract with filiation)
- If you are married: your spouse's residence card (or identity card) and marriage certificate
- If you have children: extracts from your children's birth certificate with filiation
- Proof of domicile less than 3 months old
- 1 photos
- Work permission for the occupied position
- Proof of employment by your employer or copy of the last 3 pay slips
- Certification ofOfii: titleContent of closing or monitoring the actions provided for in the Republican integration contract
- Medical certificate issued by the Ofii (requested upon delivery of the card)
