Are you going to be absent on the day of an election (presidential, legislative, municipal, departmental, regional...) or a referendum? You can choose to vote by proxy. To do this, you must choose the elector who will vote for you and make a proxy vote. Be careful, you should do this as soon as possible.

Proxy in France

If you absent on voting day (election or referendum), you can assign another voter to vote for you in your polling station.

To do this, you must make a power of attorney.

You can do a power of attorney in several ways:

Online

General case

1. You must use the online service Proxy, connect with France Connect and enter an email address.

if the voter assigned to vote for you is registered on a New Caledonia voters list, you must use the form to print.

2. Once you have received the email with the reference of your request, you must return in person in one of the following locations:

  • Police Station (wherever it is)
  • Gendarmerie (wherever it is)
  • Place where the public is welcomed (defined by the Prefect)

You must present a proof of identity and indicate the reference of your request.

Then you will receive:

  • An email containing your proxy receipt
  • And an email confirming the validity (or invalidity) of your power of attorney

if you are unable to travel due to a disability or serious illness, you may request that police or gendarmerie personnel visit your home (or an establishment, including a Ehpad: titleContent) to verify your identity.

You can make a proxy when you are unable to go to the polling station on election or referendum day. You don't no proof of absence to be provided.

FYI  

if you remand or if you are serving a prison sentence, you must go to the prison registry office to request an extract from the register of nut and the passage of a police officer to certify the power of attorney.

The rules are different depending on whether you vote in France or from the foreigner.

To vote in France

You freely designate the voter who will vote for you.

But there are 2 exceptions:

  • If you are under guardianship, you cannot designate some people around you.
  • If you want to vote by proxy in municipal and/or European elections, you can designate a European citizen to vote in France. But this is not possible for all other elections (presidential, legislative, regional, departmental) and referendums.

The elector you designate may have on polling day:

  • 1 proxy made in France
  • Either 1 proxy to the foreigner (i.e. in a consulate or an embassy)
  • Either 1 proxy made in France and 1 proxy made to the foreigner
  • Either 2 proxies to the foreigner

Please note

he may have up to 3 proxies, if he has been designated by one or more electors on a consular list of electors. But only 1 of these 3 proxies can have been made in France.

On polling day, the elector you designated vote in your place in your polling station.

Example :

You are registered on the electoral list of the city of Denain and your polling station is No.1 (in Denain).

You designate an elector on the electoral list of the city of Anzin, whose polling station is n°2 (in Anzin).

On the day of the vote, the elector you have nominated will have to vote in your place at polling station 1 in the city of Denain.

To vote from the foreigner

You freely designate the voter who will vote for you.

But if you're in guardianship, you can't designate some people around you.

The elector you designate may have on polling day:

  • 1 proxy made in France
  • Either 1 proxy to the foreigner (i.e. in a consulate or an embassy)
  • Either 1 proxy made in France and 1 proxy made to the foreigner
  • Either 2 proxies to the foreigner

You must make the power of attorney as soon as possible, due to the delays in forwarding and processing the power of attorney.

You may not be able to vote if the City Hall does not receive your power of attorney in time or if it does not have the time to take it into account.

You can make a proxy for a single election or a fixed term.

For an election (or referendum)

You must indicate the election (or referendum), its date and whether the power of attorney is for 1to round, ond tower or 2 towers.

To vote by proxy during the 2 rounds of an election, you can:

  • Designate a single voter
  • Either nominate a different voter for each round, but you must then make 2 separate proxies

FYI  

where more than one election is held on the same day, the proxy is mandatory for all elections.

For a fixed term

You can make a proxy for up to 3 years.

But nothing prevents you from taking a power of attorney for a shorter period (3 months, 6 months or 1 year for example).

you do not have access to this service if you or the voter who is to vote for you is registered on a New Caledonia voters list.

You can terminate the power of attorney you have already granted:

  • Either to then have another voter vote for you
  • Either to vote personally

But to vote personally, you don't need to terminate the power of attorney. All you have to do is inform the elector who is to vote for you and go to the polling station before he or she does. If this voter did not come to vote for you before you, you can vote personally.

if you have multiple proxies, you cannot terminate one, you must terminate all proxies.

Then you will receive:

  • An email containing the receipt of your termination request
  • And an email confirming the termination of your proxies
