Does a former public servant who becomes disabled qualify for a disability pension?

Yes, if you have temporarily or permanently left the public service and become disabled, you may qualify, under certain conditions, for a disability pension from the SRE: titleContent if you were a government or civil servant CNRACL: titleContent if you were a territorial or hospital official.
You must complete the 2 conditions following:
- Accomplish at least 15 years of services
- Having a disability or a incurable disease rendering any profession impossible
This disability or illness must occur while you are exercising more function in the public service for which contributions are made to the SRE or to the NRACL. This can happen during an availability, after a resignation, removal from the management, etc.
There's no no age requirement to be completed in order to benefit from this disability pension.
You can also be admitted to early retirement for disability if your spouse, whether or not he or she is a public servant, has disability or a incurable disease rendering any profession impossible. In this case, you must also have accomplished at least 15 years of services.

A contract staff member may not benefit from this arrangement.
The procedure for applying for a disability or incurable illness pension varies according to your home public service:

State civil service
You must complete a form application for disability pension.
Send the requested form and supporting documents (the list of which is specified in the form) through your management authority.
Your application will first be reviewed by your management authority.
To judge your permanent disability or that of your spouse, you or your spouse will be expert by one or more doctors approved by the administration.
The medical advice will also review your application. If you meet the conditions, your management authority will forward your request to the SRE: titleContent for decision.
This service will send you its decision to retire early for disability.
You will then receive your pension. You will have to acknowledge receipt on a specific print. You will have to send it to the SRE. This will trigger the payment of your retirement pension.

Reminder
If you become disabled while working in the public service, you may be admitted to the early retirement for invalidity without conditions of service.
