What is the Citizen Engagement Account (CEC)?

Do you have an activity as a volunteer, volunteer or teacher? Your Citizen Engagement Account (CEC) allows you to acquire training rights, registered in your Personal Training Account (CPF). The time required to acquire €240 on your CPF varies depending on the activity performed.

Volunteering

The EQF identifies your volunteer activities.

It allows you to acquire training rights registered on your personal training account (CPF).

Moreover, if you are a private employee, your employer may grant you paid leave additional funds devoted to the exercise of voluntary activity.

These days off can be entered on your CEC.

Please note

If you are a public official, you cannot benefit from additional paid leave to carry out your volunteer activity.

To view your vested rights on your CEC, you must open a personal activity account (CPA).

My Training Account

If you have 16 years and olderYes, you can have a CEC.

If you've signed an apprenticeship contract, you can open it as early as 15 years.

You can benefit from the EQF whatever your situation, including:

  • Private employee
  • Public official
  • Self-employed
  • Job-seeker
  • Student
  • Retired

The EQF remains open throughout life.

Your volunteer activities are affected if you respond to 2 conditions following:

  • The association has been registered for at least 1 year and has a social, educational, scientific, social, humanitarian, philanthropic, sporting, family, cultural or other object contributing to the promotion of the artistic heritage, the defense of the natural environment or the dissemination of French culture, language and scientific knowledge
  • You sit on the association's administrative or management body or you help mentor other volunteers.

Please note

the association shall be governed by the law of 1er July 1901 or entered in the register of associations under the local civil code applicable in the departments of Moselle, Bas-Rhin and Haut-Rhin.

You can volunteer in one or more associations.

In order to benefit from the EQF, you must volunteer 200 hours, including at least 100 hours in the same combination.

Duration is assessed on calendar year elapsed.

You can acquire at most €240 for your volunteer commitment in the same calendar year.

FYI  

the amount of rights acquired on the EQF shall be limited to €720.

Every year, you must report hours worked online in the previous year.

You have to file your return before 30 June.

An association official must validate your return by December 31 of the same year.

To report your rights-bearing activities, you must open a personal activity account (CPA).

Declaration of Voluntary Activities

You can choose from the following 2 types of training:

CPF-eligible courses

You can take part in training programs that allow you to acquire a qualification (diploma, professional title, etc.) or the knowledge and skills base.

You can also be accompanied for the validation of experience (VAE).

The rights acquired on your CfD are used after those registered on the CPF.

Specific training

Acquired rights on your ECOC allow you to fund training for volunteers.

Only the acquired rights on your CEC can be used.

Your rights under the EQF remain acquired until they are used or your account is closed.

You are free to use or not.

If your employer asks you to use your account rights and you refuse, this refusal is not a fault.

Your account can only be usedwith your agreement.

When you retire, the activities identified on your CfD continue to feed into your CPF.

You can only use them to fund training for volunteers, in order to acquire the skills needed to carry out your missions.

Please note

The use of acquired rights under the EQF is financed by the State for voluntary activities.

Volunteering

The EQF identifies your volunteering activities.

It allows you to acquire training rights registered on your personal training account (CPF).

Moreover, if you are a private employee, your employer may grant you paid leave additional resources devoted to your volunteering activities.

These days off can be entered on your CEC.

Please note

If you are public official, you may not benefit from additional paid leave to carry out your voluntary activities.

To view your grandfathered rights under the EQF, you must open a personal activity account (CPA).

Volunteering activities recorded on your EQF and which make it possible to acquire rights entered in your personal training account (PTA) are as follows:

To get €240 on your CPF, you have to commit for a period that varies according to the type of volunteering.

You can acquire at most €240 for a volunteer engagement.

FYI  

the amount of rights acquired on the EQF shall be limited to €720.

You have no no declaration to be made.

For activities carried out in year N, the competent body will report you to the Caisse des Dépôts at the beginning of year N+1.

Your rights are registered in your EQF on 2e quarter of the year following the year in which you carried on business.

Example :

Activities you perform in 2024 will be registered in your account on 2e quarter 2025.

To view your CEC rights, you must open a CPA.

My Training Account

The hours earned on your CfD allow you to fund training for civic service volunteers and volunteer firefighters to acquire the skills needed to carry out these missions.

Only the hours acquired on your CEC are usable.

Your rights under the CfD will be vested until you use them or close your account.

You are free to use or not.

If your employer asks you to use your account rights and you refuse, this refusal is not a fault.

Your account can only be usedwith your agreement.

When you retire, the activities identified on your CfD continue to feed into your CPF.

You can only use them to fund training for civic service volunteers or volunteer firefighters.

They must enable you to acquire the skills necessary to carry out your missions.

Master of Learning

The EQF identifies your activities as a learning master.

It allows you to acquire training rights registered on your personal training account (CPF).

To view your vested rights on your CEC, you must open a personal activity account (CPA).

My Training Account

If you have 16 years and olderYes, you can have a CEC.

If you have signed a apprenticeship contract, you can open it as early as 15 years.

You can benefit from the EQF whatever your situation, including:

The EQF remains open throughout life.

To qualify for a CEF, you must perform a learning master activity for 6 months, irrespective of the number of apprentices accompanied.

The duration shall be assessed on the previous calendar year and on the previous year.

You can acquire at most €240 for your commitment as a master of learning.

You have no no statement to make.

The courses eligible for the CPF allow you toto acquire a qualification (diploma, professional title, etc.) or the knowledge and skills base.

You can also be accompanied for the validation of experience (VAE).

You are free to use or not.

If your employer asks you to use the rights on your account and you refuse, this refusal is not a fault.

Your account can only be usedwith your agreement.
