Time Savings Account (TSA) in the State Public Service (EPF)

You are a public official and you have not taken all your days off or RTT as of December 31? The Time Savings Account (TSA) allows you to save unused days, within certain limits. We'll give you the information you need to remember.

You're incumbent

You can request the opening of a TEC if you fill in the following 2 conditions :

  • Be continuously employed for at least 1 year
  • Not be subject to a different service obligation scheme (35 hours per week) under the special status of your body. This is the case, for example, if you are a teacher, a documentalist, etc.

You're an intern

You cannot open of TEC.

If, before being appointed as an intern, you had a TEC as a permanent official or as a contractor, you cannot use the saved days, or accumulate new ones, during your internship.

Upon tenure, you will be able to use the days saved on your CET again and save new ones.

The TEC may comprise Maximum 60 days.

When your TEC has at least 15 days, you can save up to 10 days each year.

Transitionally, you can save in 2024, 20 days of leave due to the organization of the Olympic and Paralympic Games and the maximum number of days that can be maintained on your CET, end of 2024, shall be fixed at 70 days.

If at the end of 2023 you had saved more than 60 days, the maximum number of days that can be maintained on your BOC at the end of 2024 is set at the number of days saved plus 10 days.

In subsequent years, the days thus saved beyond 60 days may be kept on the CET or be consumed (used as leave or compensated or taken into account for the supplementary retirement).

You are informed every year of the days saved and consumed.

The TEC may be fed on the following days:

  • Vacation days (including split days). However, you must take at least 20 days of leave per year
  • Working hours reduction days (RTT)
  • Days of rest granted as compensation for periodic penalty payments or overtime under conditions fixed within your administration by decree.

If your CET does not exceed 15 days

If the number of days counted at year-end on your BOC is less than or equal to 15, you can:

  • Use these days as holidays
  • Or leave them on your CET.

If you decide to take these days off, you can take them as one or more days.

You can claim all your unused vacation days on your CET at the end of the following holidays:

  • Maternity or adoption leave
  • Paternity and childcare leave
  • Caregiver leave
  • Family Solidarity Leave

The administration cannot refuse it.

If your CET has more than 15 days

If your CET account more than 15 days at year-end, you must:

  • Use at least 15 days as leave
  • Leave on your CET for at least 15 days.

If you decide to take at least 15 days of leave, you can take them in one or more times.

If you have not taken your accrued days beyond 15, as leave, you can request that they be compensated and/or converted in additional pension points and/or maintained on your CET.

If you choose to keep days on your CET, you will only be able to use those days as leave.

You can request that your days be for a 1re share compensated, for a 2e share converted into supplementary pension points and for a 3e share held on your CET according to the distribution you want.

You must make your choice before 1er February of the following year.

In the absence of any request, the days counted on your CET above 15 are automatically converted into additional pension points.

You can claim all your unused vacation days on your CET at the end of the following holidays:

  • Maternity or adoption leave
  • Paternity and childcare leave
  • Caregiver leave
  • Family Solidarity Leave

The administration cannot refuse it.

Compensation for days saved

You are paid one allowance per day saved.

The amount depends on your category on the day of your claim.

The allowance shall also be subject to contribution to the RAFP: titleContent at the rate of 5% if the total amount of the allowance and your other premiums and allowances does not exceed 20% of your raw index treatment.

The allowance is taxable on income.

Conversion to supplementary pension points

You can request that your unused vacation days be converted to PFRP retirement points.

The number of points is calculated from the amount of compensation you are paid when you claim compensation for your saved days.

The net amount of the allowance is divided by the purchase value of the pension point.

Mutation

You can use your CET.

The management of your CET is carried out by your host administration.

Secondment to the public service

In case of secondment to the State Civil Service, you can use your CET. It is managed by your host administration.

In case of secondment to the territorial or hospital civil service, you can use your CET according to the rules applicable in your local authority or host hospital.

Availability

You can only use the days saved on your CET with the permission of your home administration.

Parental Leave

You can only use the days saved on your CET with the permission of your home administration.

Making available in the public service

In case of making available in the State civil service, you can use your CET. It is managed by your host administration.

In the event of being made available in the territorial or hospital civil service, you may use your CET in accordance with the rules applicable in your local authority or host hospital.

Direct integration

In the case of direct integration into the State civil service, you can use your CET. It is managed by your host administration.

In the case of direct integration into the territorial or hospital public service, you can use your CET according to the rules applicable in your local authority or host hospital.

Please note

If you leave definitely in the civil service (resignation, dismissal, retirement...), you must pay your CET before leaving. Otherwise the days are lost.

Contractual

You can request the opening of a TEC if you fill in all conditions following:

  • Be continuously employed for at least 1 year
  • Not be subject to an obligation to serve regime different from the general regime (35 hours per week). This is the case, for example, if you are a teacher, a documentalist, etc.

Please note

Employees in assisted contract and personnel engaged in the vacation cannot open from CET.
