Cars, bicycles, public transport...: which will change with the mobility law

Cars

The Act provides for a number of measures concerning, inter alia, motorists directly:

• introduction of a mobility package for employees carpooling (up to €400 per year);
• Limiting traffic to the least polluting vehicles in low emission zones (LEZs);
• systematization of traffic restrictions in the event of a pollution peak;
• the obligation of charging point equipment for electric vehicles in car parks with more than 10 places in new or renovated buildings and the strengthening of a right to take in condominiums;
• the end of the sale of new fossil fuel passenger cars and light commercial vehicles by 2040;
• increase of the maximum authorized speed of 10 km/h on certain secondary axes;
• GPS location of crossings;
• placement of breathalyzer tests near alcoholic beverage shelves in take-out outlets.

Bicycles

In terms of safety for cyclists, the law provides for widespread training in cycling in schools and requires trucks to report blind spots. It also aims to promote the development of cycling routes (inter-urban routes, haulage routes), to facilitate the transport of bicycles by trains and coaches, and also to improve secure parking areas for bicycles, particularly in railway stations and new buildings. It finally makes it mandatory in 2021 to mark bicycles in order to combat theft.

Buses and coaches

To improve the safety of users, stop-on-demand will be generalized in night buses.

Passengers traveling by coach must be informed of the safety rules on board and of the evacuation instructions in case of emergency.

In addition, in international coaches, it will now be compulsory to affix one's name and surname to one's luggage.

New mobilities

The law governs the installation of service businesses offering self-service means of transport (scooters, bicycles, scooters...) by establishing a system of prior authorization to be obtained from the municipalities concerned. It also provides for penalties in the event of changes to the speed limit for personal transport equipment and electrically assisted bicycles.
