Creation of a special competition to facilitate access to 5 major public service schools

According to INSEE, students whose parents are workers who represent 19.6% of the French labor force in 2019 represent only 5% Senior Public Service Schools in promotions 2020-2021. The purpose of the order is to enable the public service to return to the social elevator it has been by promoting equality and diversification of recruitment in the public service. Access to public service schools must take into account not only the strict equality of candidates but also the assessment of their chances of success in view of their social situation and the training path they have followed.

Which schools are involved?

The list of 6 competitions and 5 public service schools is as follows:

• National School of Administration (ENA);
• National Institute for Territorial Studies (INET) for the competition of territorial administrator;
• School of Advanced Studies in Public Health (EHESP) for competitions as hospital director and director of health, social or medico-social institutions;
• National Police Academy (ENSP) for the Police Commissioner competition;
• National School of Prison Administration (ENAP) for the Director of Prison Services competition.

Who can sign up?

Access to competitions shall be open to candidates who meet the following conditions:

• be a higher education scholar;
• have completed or completed a training course which prepares for external competitions for access to the five public service schools within the four calendar years preceding the opening of the competition.

Students who have access to the special external competition will be selected by the same jury as those in the external competition and will pass the same tests.

The selection will also be made on the basis of resources and merit, on the basis of a dossier which will take into account the student's background, abilities, motivation and potential.

The number of places open to the competition may not exceed 15% the number of places offered under the external competition. Therefore 1,700 places will be available in 2021.
