Housing subsidies, active solidarity income (RSA), childcare benefit (Paje), disabled adult allowance (AAH)... Social policies are based on a redistributive framework of almost EUR 120 billion per year. But the rules of attribution are complex, according to the Council of State. How can they be better harmonized?
Some 30 national social allowances are allocated according to the resources of the beneficiaries. In 2019, they amounted to €120 billion. They are complemented by voluntary schemes for local and regional authorities (EUR 1.9 billion). In addition, there are social pricing mechanisms for a number of public services (canteen, transport, etc.) worth EUR 5 billion.
However, the complexity of the award rules can lead to errors and even disputes.
In order not to penalize households that are entitled to it and to facilitate the work of administrations, the Council of State, commissioned by the Prime Minister, has just published, on November 10, 2021, a study that contains 15 proposals to simplify and harmonize the consideration of resource conditions in social policies.
