The debt overhang is diminishing among the most insecure. They have gained greater access to financial services since the law of 26 July 2013 on the separation and regulation of banking activities (access to an account, free basic services, capping of fees, etc.). However, they remain remote from the digital world and are poorly informed about their rights.
Public policies to combat debt distress have been numerous in recent years with the Lagarde Act of 1er July 2010 on the reform of consumer credit, the Hamon Act of March 17, 2014 on consumption or the Sapin 2 Act of December 9, 2016.
A survey published in September 2020 by the Center for Research on the Study and Observation of Living Conditions (Crédoc) depicts the financial situation of poor households in 2019 and its evolution since 2010 (read more about Vie-publique.fr).
