The committee responsible for monitoring the implementation of the right to enforceable housing (DALO) presented the progress report on the implementation of its housing component between 2008 and 2019. The Monitoring Committee points to an increase in the number of homeless people and insufficient production of new accommodation places.
Demand for accommodation has been steadily increasing since 2008 and there is insufficient supply, particularly in the larger agglomerations and in the most stretched areas in terms of access to social housing.
The DALO Act of 5 March 2007 aims to make the right to housing and accommodation effective and enshrines an obligation of result which materializes through remedies. The DALO Hosting Review shows that only 4% persons who had lodged an appeal under the DALO Hosting were accommodated following that appeal procedure, without proceeding to litigation.
The DALO accommodation appeal is open to anyone seeking accommodation or suitable accommodation. The appeal allows for referral to a mediation commission to have this right recognized, and then to the courts in case of non-access to housing or accommodation (read more about Vie-publique.fr).
