Digital health space: what the health law of 24 July 2019 says

Digital space and shared medical records

No later than 1^er january 2022, all patients will have access to a digital health space accessible online to access:

• their administrative data;
• their shared medical records;
• their health constants, if any, produced by connected applications or objects;
• all data on the reimbursement of their health expenditure;
• tools for secure exchanges with health system stakeholders, including secure health messaging for exchanges with health professionals and institutions and tools for accessing telehealth services;
• services developed to promote prevention and make pathways more fluid, return-to-home services, services providing guidance and assessment of the quality of care, services aimed at informing users about the provision of care and the rights to which they will be entitled, and any digital health application referenced.

At the same time, a shared medical record will be automatically opened to anyone born on or after 1^er July 2021.

Telecare

While telemedicine is already a reality, the law also provides for the deployment of tele-care. Remote care practices using information and communication technologies, telecare will connect a patient with one or more pharmacists or physician assistants (such as nurses).

Pharmacists

Finally, in some cases, pharmacists will be able to prescribe vaccines directly. In addition, they will also be able to supply, under certain conditions, medicinal products which are usually available only under prescription (in the case of cystitis or angina in particular).
