PTZ for old housing: new conditions

The Order in Council condition the allocation of the PTZ in the former to a minimum level of energy performance after work. It also allows the work to be carried out by the vendor for housing that is the subject of a social rental-accession loan (PSLA).

Thus, the work program must make it possible to achieve an annual conventional consumption of primary energy (energy available in the environment and directly exploitable without transformation such as natural gas, coal, solar radiation, etc.) after work of less than 331 kWh/m² (which excludes energy labels

). This energy consumption is evaluated on the uses of energy for heating, domestic hot water production and cooling.

The Order specifies the documents to be provided to justify the level of energy performance conditioning the granting of this loan and adapts those concerning the work carried out by the seller for operations in social rental-accession loan (PSLA).

In order to justify improvements, the borrower must provide the credit institution with an energy assessment indicating the current consumption of the dwelling and the projected consumption after the work. It is a self-certified statement conforming to a model and all the specifications to justify the estimated amount of this work. After completion, the contractor must prove that the work carried out actually complies with the PTZ conditions by means of all the relevant invoices.

In 2020, the PTZ in the former only covers projects located in zones B2 and C of the device. It funds 25% the amount of the project (housing and works).
