Energy performance diagnosis: what developments?

Since 1er July 2021, the energy performance diagnostic (EPD) is no longer informative but enforceable. Its content and method of calculation are also modified. This document, which indicates to the future purchaser or tenant an estimate of the energy consumption of a dwelling and its greenhouse gas emission rate, in particular through energy labels, becomes more legible and more reliable. As of 1er July 2021, the energy performance diagnostic (EPD) is undergoing several developments:
- Its calculation method is unified for all dwellings, eliminating the so-called method : it relies only on the physical characteristics of the dwelling such as the frame, the quality of the insulation, the type of windows or the heating system. The calculation also incorporates new parameters: energy consumption in terms of lighting, ventilation, new weather scenarios or even more precise thermal phenomena such as the effect of wind on exterior walls.
- In the case of a collective dwelling, it is possible to have a single EPD made for the building that will benefit all its owners if they wish to have the EPD made of their apartment from the data of the building. Nevertheless, a co-owner who has carried out work in his dwelling will always retain the possibility of replacing this EDP generated from the collective data with an individual EDP to better value the work undertaken.
- The EPD becomes enforceable, such as diagnoses relating to the condition of electrical installations or the presence of asbestos or lead. The landlord assumes his responsibility by presenting it to the tenant, or to the buyer. In case of doubt, the tenant or buyer can remake a diagnosis: if the new EPD does not show the same results as the one presented by the owner, the person can turn against him and even ask for compensation, or even appeal to the court.
- Its presentation evolves to show the theoretical amount of energy bills and provide additional information: details of thermal losses, ventilation and insulation conditions, presence of open fireplace, summer comfort indicator, recommendations of work and cost estimates to achieve a more efficient energy class...
- The energy labels of the EPD will no longer be expressed solely in primary energy. The thresholds are calculated on the basis of two factors: primary energy but also greenhouse gas emissions.
