3939 provides information on rights, obligations and steps to be taken in certain areas:
private sector labor law;
housing and city planning;
competition, product safety;
legal, civil or criminal proceedings;
family, personal or inheritance law;
law of foreigners, associations or civil status.
This telephone intelligence service is now accessible free of charge from the ACCEO application. a multi-media solution (tablet, smartphone, and computer) to facilitate exchanges through three possible modes of communication:
instantaneous transcription of speech;
French Sign Language (LSF) video interpretation;
full French spoken video coding (LPC).
The ACCEO operator lends his voice to the deaf or hard of hearing person, so that he can communicate with the administration.

The implementing decree of 9 May 2017 on access to telephone services for persons with disabilities provides that telephone reception services intended to receive calls from users must be accessible to persons with a hearing impairment in public services.
