Competency assessment in the territorial public service (FPT)

Are you a public official in the territorial public service (civil servant or contract) and have a career development project? You have the opportunity to apply for a skills check. You may be granted leave if the check-up takes place during working time. The results of this review cannot be transmitted without your consent. We're giving you the regulations to know.

The skills check allows you to take stock of your career.

It helps you develop and implement a career development project and, possibly, a training project (for example, as part of the vocational leave).

This review analyzes your:

  • Skills
  • Skills
  • Motivations.

You can benefit from a skills assessment whether you are a public servant or a contract worker.

To promote your professional development, you benefit from a priority access skills check if you are in any of the following:

  • You belong to a body category C and you don't have the bachelor's degree
  • You have a disability and you are entitled to theobligation to employ
  • It is established, after consulting the occupational doctor, that you are particularly exposed, in view of your individual professional situation, to a risk of professional wear and tear.

The competency check is carried out with a training organization that you can choose.

Your training department can assist you in the search for an organization.

You can:

  • Asking your community to take financial responsibility for the benefit
  • Complete your skills assessment during your working hours and request to benefit from a leave of absence.

Please note

You can also choose to complete your skills assessment as part of the training hours acquired on your personal training account (PTA).

A competency check consists of 3 phases.

Preliminary phase

The aim of the preliminary phase is:

  • Define and analyze your needs
  • Inform you of the conditions of the skills assessment and the methods and techniques used
Investigation phase

The investigation phase allows you to analyze your professional and personal motivations and interests.

It allows you to identify your professional and personal skills and abilities and, if necessary, assess your general knowledge.

Finally, it allows you to determine your possibilities for professional development.

Concluding phase

The wrap-up phase enables you to perform the following actions through custom interviews:

  • Read the detailed results of the investigation phase
  • Identify factors that may or may not favor your professional project and, if necessary, your training project
  • Plan the main stages of your project implementation

This phase ends with the provider presenting the detailed results of the balance sheet and a summary document.

You are the only recipient of the detailed results and summary document.

They can only be communicated to a third party with your consent.

You're asking for a skills check leave no later than 60 daysfront the beginning of the skills assessment.

This request shall indicate:

  • The date of the balance sheet
  • The duration
  • The name of the organization you have chosen.

This request may be accompanied by a request to take over your balance sheet from your community.

Your community has 30 days to make yourself known:

  • His agreement
  • The reasons for its refusal
  • His decision to postpone your application.

It shall have the same time-limit within which to take a decision on financial responsibility.

FYI  

If the community decides to take over the skills assessment, an agreement shall be concluded between:

  • You
  • Your community
  • The claimant.

The duration of the leave shall be Maximum 24 hours working time per balance sheet.

If you are in one of the following situations, the duration of the leave is set at 72 hours of working time by balance sheet:

  • You belong to a body category C and you don't have the bachelor's degree
  • You have a disability and you are entitled to theobligation to employ
  • It is established, after consulting the occupational doctor, that you are particularly exposed, in view of your individual professional situation, to a risk of professional wear and tear

The leave may be taken in installments.

During the skills check leave, you keep the benefit of your treatment.

Yes, you have to wait for a certain time between 2 skill tests.

If you've done a skills check, you have to wait 5 years before you can pretend to do one again.

However, that period shall be 3 years if you are in any of the following :

  • You belong to a body: A group of officials subject to the same set of rules, called a special status, fixed by decree, and having the vocation to occupy the same category C jobs and you do not have the bachelor's degree
  • You have a disability and you are entitled to theobligation to employ
  • It is established, after consulting the occupational doctor, that you are particularly exposed, in view of your individual professional situation, to a risk of professional wear and tear.

You must submit a attendance certificate issued by the provider organization at the end of your leave.

If, without good reason, you do not follow the entire balance sheet, you lose the benefit of your leave and your absence from the service becomes irregular.

You also have to repay the benefit if your community has financially taken over the balance sheet.

The results of the competency assessment may only be communicated to the territorial authority or to a third party with your consent.
