Urban Preemption Right (UPD)

The owner of a property located in an area defined by a community (municipality or public establishment of intercommunal cooperation) for the purpose of urban development operations must, as a priority, propose the sale of the property to that community. It's called the right of first refusal. The owner of the property is therefore not free to sell his property to the purchaser of his choice.
