Civil service: the sustainable mobility package is extended

The Sustainable Mobility Package in the three Public Service Sides is extended to the use of other shared mobility services than carpooling, the use of a motorized personal transport device and the combination of this package with the partial reimbursement of a public transport subscription retroactively to 1er September 2022. This is specified in three orders in council issued in Official Journal of 14 December 2022. A decree increases its maximum amount to 300 euros.

In order to encourage the use of greener modes of transport, the ‘sustainable mobility’ package entered into force on 11 May 2020 for the three sides of the public service (State, territorial and hospital).

The Sustainable Mobility Package (FMD) for local, hospital and state civil servants is extended to:

  • full cumulation of the package with partial reimbursement of a public transport subscription for agents residing in urban areas benefiting from public transport networks and agents residing in rural or peri-urban areas;
  • extension of the benefit of the package to motorized personal transport equipment and all shared mobility services;
  • reduction of the number of days of commuting eligible for the package to 30 days. The amount of the lump sum paid shall, however, be proportional to the number of home-work trips made by the staff member during the calendar year;
  • the maximum amount allocated when the number of trips is 100 days or more per year is increased to €300 instead of €200. This measure shall be applied retroactively to 1er January 2022.

The amount of the sustainable mobility package depends on the number of days of use of the sustainable mode of transport (cycling, carpooling, motorized personal transport equipment, car-sharing service):

  • €100 for 30 to 59 days;
  • €200 for 60 to 99 days;
  • 300 € for at least 100 days.

This amount shall be paid in year N+1. This measure shall apply to journeys made from 1er January 2022, allowing for retroactive recognition of travel completed in 2022, for the payment of the lump sum in early 2023.

The extension of the Sustainable Mobility Package applies retroactively to 1er September 2022.

Movements now eligible for the payment of the package

The Sustainable Mobility Package aims to cover all or part of the costs incurred by staff members in connection with their travel between their habitual residence and their place of work by means of an alternative and sustainable mode of transport.

The means of transport now eligible are:

  • bicycle or bicycle with personal assisted pedaling;
  • carpooling (as a driver or passenger);
  • motorized personal transport equipment: scooters, single wheels, gyropods, hoverboard...;
  • mopeds, motorcycles, bicycles or pedal-assisted bicycles, motorized or non-motorized vehicles, rented or made available for self-service. Where such machinery is powered, the engine or assistance shall be non-thermal;
  • Low-emission vehicles (electric, plug-in hybrid or hydrogen) in car-sharing service.

For journeys made during 2022, journeys made using one of the new eligible means of transport (personal motor vehicle, rental or self-service vehicle, car-sharing service) are only taken into account for the period of 1er September to December 31, 2022.
