LDCs abroad: what steps should be taken to be reimbursed?

If you are planning to travel abroad for assisted reproduction (ART), you must prepare a case to be reimbursed. With Health Insurance, Service-Public.fr tells you how.

Assisted human reproduction (ART), or assisted reproductive technology (ART), is intended to respond to a parental project. It uses different techniques:

  • artificial insemination;
  • in vitro conception and embryo transfer;
  • Embryo welcome.

The LDC can be carried out in a European country other than France, and also in Switzerland. It is then taken care of by the Health Insurance under conditions. Prior to travel, you will need to apply for prior authorization from the Center national des santé en foreigner (CNSE)

Care is provided in a member state of the European Union or the European Economic Area or in Switzerland.

Access to the MAP is available to:

  • heterosexual couples, as part of infertility management;
  • homosexual couple (2 women);
  • unmarried woman (single).

Warning  

The authorization to take charge depends on compliance with the following conditions:

  • only treatment authorized and reimbursed in France may be applied for abroad;
  • care is covered by French legislation;
  • you have not been able to obtain the same or equally effective treatment in France within a medically acceptable period of time;
  • the treatment you are considering is appropriate to your condition.

Preparing your case well

The application for prior authorization must contain a certain number of documents. The file must be properly prepared so that it is complete when it is transmitted to the National Center for Foreign Care.

The steps to build it are:

  1. Consult the gynecologist: he recommends a PMA technique and, after a month of reflection by the parents, he draws up a detailed medical certificate.
  2. Select an establishment and request a nominative quote corresponding to the PMA technique chosen.
  3. Send the file to the National Center for Foreign Care with the following exhibits:
  • the detailed medical certificate of the gynecologist;
  • medical records of care already performed in relation to assisted reproductive technology and biological results of the hormone beta-HCG (β-hCG);
  • in the case of an application for pre-implantation diagnosis (PED): a medical certificate issued by a doctor working in a multidisciplinary prenatal diagnostic center (MIDC);
  • the nominative quotation less than 6 months old of the chosen institution;
  • where applicable, the export authorization for gametes issued by the Biomedicine Agency;
  • a letter of motivation signed by the parent(s) explaining the parental project, with the contact details of each parent: name, date of birth, postal address and social security number.

FYI  

Health insurance indicates that currently 40% of the files received are incomplete.

Sending the folder

Your complete file should be sent to the National Center for Foreign Care at the following address:

The CNSE medical officer may ask for other legal documents if necessary.

What happens next?

The CNSE's decision shall be sent within 14 days of receipt of the request. After this period, failure to reply shall constitute agreement, provided that the request fulfills the regulatory conditions.

If your application is accepted, you will receive the European Form S2 "Right to scheduled care". This form lists the prescribed care that is reimbursable, the country and the facility or structure where the LDC will take place, the start and end dates of care. You will need to submit this form when you are receiving treatment abroad.

Unless otherwise stated, the agreement is valid only for an attempt at an LDC, for a specific technique and in a specific establishment.
