Identity documents: renewal for change of address provisionally suspended

Renewal of identity documents due to a change of address is temporarily suspended. This measure, already in place in 2022, aims to give priority to users in need of renewal in the event of expired, lost or stolen titles, while the influx of applications remains high.

Since April 12, 2023, the pre-application for a national identity card (CNI) and passport in the context of a change of address is deactivated for a period of several months, following a decision by the Ministry of the Interior and Overseas Territories. A warning message notifies the user of this temporary unavailability. The mayors ask users to defer their application for renewal of identity documents on this ground, in order to favor the processing of files for grounds for expiration, loss or theft.

However, it is still possible to apply in town hall for renewal of a title for change of address in the event of an exceptional situation that you can justify: protected majors, special situation of a user, etc.

Furthermore, in view of the difficulties encountered by certain credit institutions rejecting applications with NICs issued for more than 10 years, identity cards issued to adults before 1er January 2014 and still valid on that date have had their validity extended from 10 to 15 years (decree no. 2013-1188 of 18 december 2013). Users who are in this case may, even if the validity date on the card has passed, continue to use it for their procedures for 5 years.

Reminder

there is no legal or regulatory obligation to renew an identity card if the address changes, and there is no penalty for users who present a card with an incorrect or updated address.

taking an exam or a driver's license? Please be aware that you may present a national identity card or an expired passport for less than 5 years, they shall remain valid.
