Retirees of the state civil service will soon no longer be able to collect holiday vouchers

In a circular, the departments of the Public Service and Public Accounts announce that as of 1er October 2023, for the state civil service, only active agents will be able to have holiday vouchers. Pensioners who applied before that date will still be able to get the holiday vouchers associated with that application.

According to the circular, dated 2 August 2023, which focuses exclusively on the state civil service, only civilian public officials and serving military personnel can now receive holiday vouchers if they are paid from the state budget.

The circular states that they can no longer benefit from it:

  • civil servants and retired military personnel governed by the State Civil and Military Retirement Pensions Code;
  • retired government workers;
  • retired non-permanent officials of the State;
  • State pensioners who benefit from the payment by the State (partial or total) of a pension in respect of guaranteed State foreigner pensions.

Reminder

holiday vouchers are payment vouchers, which can be used all year round, which allow you to finance your holidays, but also your cultural or leisure activities.

They take the form of:

  • a check book consisting of denominations of EUR 10, EUR 20, EUR 25 and EUR 50, to be used face to face or to be sent by post;
  • dematerialized checks (connect holiday vouchers), which can be used face-to-face or on the Internet from 20 euros of purchase.

If you are a government employee, your holiday vouchers are based on prior savings from you for 4 to 12 months; in addition, a government contribution can amount to 10 to 35% of the amount saved, depending on various criteria. You can apply online or contact your human resources department.

The resource conditions to benefit from it

To qualify for holiday vouchers, your resources must not exceed a certain amount. It is the reference tax income of your tax household that is taken into account.

In a household, if both spouses are working, each of them can apply for holiday vouchers, whether they both belong to the public service or whether one of them is employed in the private sector. In the latter case, only the spouse employed in the public service receives the State contribution for the financing of his or her holiday vouchers.

The circular of August 2, 2023, also specifies that an agent can file only one application for a holiday voucher per year.

Please note

the final date of validity of holiday vouchers shall be 31 december of the second calendar year following the year in which they are issued. For example, holiday vouchers issued in 2023 are valid until December 31, 2025.

Securities not used during this period may be exchanged, through an online service, within three months of that deadline (in the example presented, until March 31, 2026) against vouchers of the same amount.
