A citizen's territorial reserve, to give time to its commune

Do you want to get involved in the life of your community? To accompany you in this process, the Government launches a citizens' territorial reserve. Its creation is the result of the public consultation launched in November 2023 on the Agora platform. Service-Public.fr tell you more about the citizens' land reserve.

On February 29, 2024, the Minister for Local Government announced the creation of the citizen's territorial reserve, in partnership with the Citizen Solidarity Platform L'Temps Civic.

This new system aims to support citizens who wish to get involved in the life of their municipality. The partnership with L'Temps Civic helps direct the approach towards mayors and local elected officials, by directly connecting volunteers with local services.

Every citizen can tell their mayor, via the platform, that they have time available. The mayors can call on the residents who have come forward and ask them for various needs of the municipality: solidarity actions, support during events, help with roads to get children across, maintenance of green spaces, etc.

The consultation on the Agora app in November 2023 asked citizens about their aspirations for local engagement. The survey revealed that while nearly 7 out of 10 French people are not engaged in the service of their commune, half want to get involved provided that their involvement has an impact on their daily lives.

How to become involved in the citizen's territorial reserve?

If you wish to become a volunteer, you must register on the platform Civic Time and click on the "Become Volunteer" tab.

The process is carried out in 3 stages:

  • "I register" (form to fill in following the step by step).
  • “I am contacted”: your city hall will contact you after receiving your form and will propose actions close to you;
  • “I am taking action”: you can embark on the mission you have chosen.

Civic Hour is a citizen solidarity initiative created in 2021 by the association Neighbors Solidaires, on the principle: “give one hour of one's time each month for a solidarity action”.
