Children and Families Medal

The Children and Families Medal is awarded to persons (father, mother,...) who have raised many children by providing them with their dedication and care. Since February 22, 2022, it can also be given to the volunteer and the professional working with the families and providing care for the young child and child protection.

Families residing in France

  • A person raising or raising at least 4 children of French nationality, the eldest of whom has reached the age of 16 years. The person must also have made a constant effort in the exercise of the rights and duties relating to children to raise them in the best possible material and moral conditions.
  • A person raising or raising a child or children with dignity in a particularly difficult family, social or economic context
  • Person who has raised or raised his siblings alone for at least 2 years, following the death of his parents
  • Person who has raised at least one orphan for 2 years with whom they are related
  • Widow or widow of war or terrorist act raising or raising a child or children alone, by reason of the death of their spouse
  • A person who dedicates or has dedicated their professional life or volunteer work to the support, protection and defence of children and families. This person has worked in the areas of childcare, child protection and support for parenthood.
  • Person who provides or has provided exceptional services for the support and support of families or for the support and protection of children and their rights

Please note

the medal may be awarded posthumously if the application is made within 2 years of the death.

The application for the award of the Children and Families Medal is, in principle, submitted by the person who wants to get it.

However, one of the following persons may nominate:

  • Prefect
  • Parliamentary
  • Mayor
  • President of the Departmental Council Caf: titleContent, the local agricultural social mutual fund
  • President of the Departmental Union of Family Associations of the department where the person concerned resides

Please note

the proposed person must sign a statement of acceptance.

The application or proposal must be accompanied by the following documents:

  • Form cerfa 15319
  • Copy of valid national identity card or passport (or residence permit or residence permit renewal receipt)
  • Criminal record extract
  • Full copy or extract with filiation of the birth certificate of each child
  • School Certificate for All School Age Children
  • In the event of divorce or separation, extract from the decision which pronounced it and any other judicial decision concerning parental authority
  • Possible certificates of qualified persons or groups relating to the applicant's titles and merits

The application or proposal for allocation must be submitted to the the town hall of the person receiving the medal.

Who shall I contact

The town hall gives the person who files the file a reclaimed attesting to his request.

Warning  

at the time of the investigation, any incomplete file, for which the town hall has relaunched the person concerned, which has not been answered, is rejected.

The complete files are checked and sent by the mayor to the prefect, with his opinion on the request or proposal.

The award decision shall be taken, according to the person concerned, after investigation by the following persons:

  • Prefect of the Department and President of the Departmental Union of Family Associations
  • Prefect of the Department and Minister responsible for the Family
  • Minister in charge of the family on his own initiative or at the request of the prefect of the department together with that of the president of the departmental union of family associations

The award of the Children and Families Medal is purely honorary.

The person receives a medal and a diploma. For this purpose, an official ceremony can be organised by the prefecture or the town hall.

The person has the right to wear his badge and medal in public.

The badge and medal can be purchased from the Monnaie de Paris or from private manufacturers.

Who shall I contact

The person who has obtained the medal may lose it and have it withdrawn in the following cases:

  • Loss of parental rights and duties towards a child (loss of parental authority)
  • Conviction for crime or offence
  • Demerit recognised (loss of rights due to misconduct, child abuse) or urgency

The request for withdrawal may be made by the same persons, other than the person concerned (the Prefect, the Mayor, the President of the General Council, the Family Allowance Fund, etc.) who submitted his application.

The decision to withdraw shall be taken by the prefect. He informs the mayor of his home.

Foreigner-resident family

A family or a person who

  • raised or raised at least 4 children of French nationality,
  • or performed with distinction in the field of family

The application for the award of the Children and Families Medal is, in principle, submitted by the person who wants to get it.

However, another person may apply.

  • Form cerfa 15319, of which only pages 1 to 4 must be filled
  • All civil documents (full copy or extract of birth, marriage, death, parentage...) to establish that the candidate fulfils the conditions for awarding the medal
  • Copy of French identity card or French passport of children
  • School certificates for all school-aged children
  • In the event of divorce or separation, extract from the decision which pronounced it and any other judicial decision concerning parental authority
  • All documents proving that the applicant has not been convicted in the country where he is domiciled
  • For French applicants, copy of the number 3 in their criminal record

If these documents are in a foreign language, they must be accompanied by their translation into French by a sworn translator.

The application for the award of the Children and Families Medal must reach division of cabinets with ministers responsible for social affairs.

The decision is made by ministerial order, after investigation.

The award of the Children and Families Medal is purely honorary.

The person receives a medal and diploma from the Consulate.

The person has the right to wear his badge and medal in public.

The badge and medal can be purchased from the Monnaie de Paris or from private manufacturers.
