How can I become a family-friendly (elderly/disabled person)?

To become a family-friendly, you must apply for a license from your department. The license shall be for a period of 5 years, renewable. The services of the department ensure the control of reception conditions.

Housing conditions

To obtain approval as a family friendly, you must justify conditions of reception to ensure the health, safety, physical and moral well-being of the persons received.

You must have a home that meets the criteria for decency which is compatible with the age or disability constraints of the persons receiving them.

Each guest must have a room of at least 9 m² (or 16 m² for 2 people) with an accessible window directly facing the outside and located near a bathroom and toilet. Guests must have free access to the common areas (stay...).

Conditions relating to the host

  • You must commit to ensuring that the reception is assured on an ongoing basis by proposing, in particular, in the hosting contract, satisfactory alternatives during your absence (leave...).
  • You are committed to initial and continuing training and first aid initiation.
  • You agree that social and medico-social follow-up of the persons received may be ensured, in particular through on-site visits.

You must send a letter of application for approval to the president of the departmental council of your department, preferably by registered mail with notice of receipt.

Who shall I contact

Your request must specify:

  • the maximum number of elderly or disabled persons you wish to accommodate, and the possible distribution between these 2 categories of persons,
  • the type of reception provided (full-time or part-time, in particular day or night reception, permanent, temporary or sequential).

You will then receive a file to complete with the application form and the list of documents to be provided.

The completed file must be sent to the president of the departmental council by registered letter with notice of receipt or filed on site against receipt.

The department has 15 days to acknowledge receipt and, if necessary, to request missing documents.

Instruction of the application for registration includes at least one interview with yourself, and possibly with the people who will replace you at home as well as the people who live with you.

The instruction also includes at least one visit to your home.

Finally, it includes verification that you are not being convicted.

The department has 4 months to process your request. Without a reply from them beyond that period, approval shall be deemed to have been granted.

Approval granted

The approval decision shall mention:

  • your name, first name and home address,
  • the date of granting and expiry of the authorization,
  • the number of persons who can be accommodated simultaneously, within the limit of 3 (or 4 in the case of a derogation granted by the president of the departmental council for the reception of a couple),
  • possibly, the maximum number of reception contracts implemented at the same time within the limit of 8,
  • possibly the distribution between elderly and disabled persons,
  • the temporality of the reception for each person likely to be received (permanent or temporary, full-time, part-time, day or night, or sequential),
  • whether or not social assistance recipients are entitled to receive it.

The approval decision may also specify:

  • the characteristics, in terms of disability and loss of autonomy, of persons who may be accommodated,
  • the specific methods of your training, follow-up and accompaniment and, possibly, of the persons welcomed, for the reception of persons whose characteristics in terms of loss of autonomy or disability require it.

Once obtained, it is the people who wish to be in a family welcome who come into contact with a welcoming one. Interested persons can obtain a list of approved family-friendly persons by contacting the department.

Approval denied

Reasons must be given for refusal of authorization. A decision not corresponding to the application, in particular in terms of the number, categories of persons likely to be accepted or the time limits of reception, must also be reasoned.

In the event of a refusal, you must respect a minimum of 1 year to apply for a new license.

Approval is granted for 5 years, renewable.

The content of a valid authorization may be amended by order of the president of the departmental council, on your reasoned request or, if the conditions of the authorization so warrant, on the initiative of the president of the departmental council.

The amendment of the content of the authorization shall not affect its expiry date.

Your request to change the approval must be sent to the chair of the departmental council, preferably by registered letter with notice of receipt.

When approval is granted for a couple, it is no longer valid if the reception is no longer provided jointly by the two members of the couple. In this case, the couple or one of its members must inform the president of the departmental council as soon as possible, preferably by registered letter with notice of receipt.

The continuation of a reception activity by the persons concerned shall be subject to the issue by the chairman of the departmental council of an individual approval.

The persons concerned must bring the current reception contracts into line with their new authorization.

The chairman of the departmental council shall ensure that the conditions for approval are met.

If you cease to fulfill the conditions of the approval, the services of the department will notify you to remedy it, by registered letter with notice of receipt.

You then have 3 months from the receipt of the mail to regularize the situation.

You must apply for renewal of your license at least 6 months before its expiry under the same conditions as for the initial application.

Who shall I contact

In the year preceding the end of the approval, the department services send you a reminder by registered letter with acknowledgement of receipt.

The application for renewal of the authorization shall be filed and examined under the same conditions as the original application.

The file is completed, in case of the 1to renewal requested, by a document attesting that you have completed initial and continuing training and an initiation to first aid gestures.

Any decision not to renew an authorization shall be taken after the opinion of the Advisory Committee on Withdrawal. Reasons must be given for this decision.

If you do not renew your registration, you must respect a minimum of 1 year to apply for a new registration.

If you are planning to move, you must inform the chair of the departmental council who assesses, on the basis of the information provided, the impact of this change on the approval.
