How to become a family-friendly host (care for an elderly/disabled person)?

To become a family friendly person, you need to apply for a license with your department. The approval is for a period of 5 years, renewable. The services of the department ensure the control of the reception conditions.

Conditions relating to accommodation

To obtain approval welcoming family, you must justify reception conditions that ensure the health, safety, physical and moral well-being of the persons accommodated.

You must have a dwelling whose condition, dimensions, and environment meet the criteria of decency.

Your accommodation must be compatible with the constraints related to the age or disability of the persons accommodated.

Each person accommodated must have a room of at least 9 m² (or 16 m² for 2 people) with a window directly overlooking the outside and located near a bathroom and toilet.

Guests must have free access to the common areas (stay...).

Conditions relating to the host

You must commit yourself to ensuring that the reception is ensured on an ongoing basis by proposing, in particular, hosting contract, satisfactory alternatives during your periods of absence (leave...).

You must commit to initial and continuing training and an introduction to first aid.

You must accept that social and medico-social monitoring of the persons received can be ensured, in particular by means of on-the-spot visits.

You must send a letter of request for approval to the president of the departmental council of your department preferably by registered mail with notice of receipt.

Who shall I contact

Your application must specify the following:

  • The maximum number of elderly or disabled people you want to accommodate, and possibly the distribution between these 2 categories of people
  • Planned reception mode (full or part-time, in particular day or night reception, permanent, temporary or sequential)

You will then receive a file to complete with the application form and the list of documents to be provided.

The completed file must be sent to the president of the departmental council by registered letter with notice of receipt or deposited on the spot against receipt.

The department has 15 days to acknowledge receipt and to request, if necessary, the missing parts.

The department's services arrange at least one interview with you, and possibly with the people who will replace you at your home and those who live with you.

They make at least one visit to your home.

They make sure you're not convicted.

Department services have 4 months to review your request. If they do not reply within that period, the approval shall be considered to have been granted.

Approval granted

The approval decision shall state the following:

  • Your name, first name and address
  • Date of grant and end of approval
  • Number of people who can be accommodated simultaneously, up to a limit of 3 (or 4 in the case of derogation granted by the president of the departmental council for the reception of a couple)
  • Optionally, maximum number of hosting contracts implemented at the same time (up to 8)
  • Possibly, distribution between older people and people with disabilities
  • Method of reception for each person received (permanent or temporary, full-time, part-time, day or night, or sequential)
  • Indication of whether persons benefiting from social assistance for accommodation

The approval decision may also specify the following:

  • Characteristics, in terms of disability and loss of autonomy, of the persons accommodated
  • Specific modes of your training, follow-up and support and, possibly, of the people you welcome, for the reception of people whose characteristics in terms of loss of autonomy or disability require it

The person who wishes to be in family reception must ask the department for a list of approved family hosts. She must then contact the authorized family caregivers.

Approval denied

Refusal of approval shall state the reasons for such refusal. An approval decision which does not correspond to the application, in particular in terms of number, categories of persons who may be accepted or the method of reception, must also state the reasons for that decision.

In case of refusal, you must meet a minimum deadline of 1 year to make a new application for approval.

Approval is granted for 5 years. This period shall be renewable.

The content of a valid authorization can be modified by decree of the president of the departmental council at your request (for example for modification of the reception mode). The content of the accreditation can also be modified at the initiative of the president of the departmental council (for example for changes in reception capacities).

The change in the content of the approval shall not affect the date of termination of the approval.

Your request to amend the approval must be sent to the President of the Departmental Council preferably by registered letter with notice of receipt.

Who shall I contact

When the approval is issued for a couple, it is no longer valid if the reception is no longer provided jointly by the two members of the couple. In this case, the couple or one of its members must inform the president of the departmental council as soon as possible, preferably by registered letter with notice of receipt.

The continuation of a reception activity by the persons concerned shall be subject to the issue of an individual authorization.

The persons concerned must bring the current hosting contracts into line with their new authorization.

The department's services ensure that the conditions of approval are met.

If you cease to meet the conditions of the approval, the department's services will send you a formal notice to remedy the situation, by registered letter with notice of receipt.

You then have a period of 3 months from the receipt of the mail to regularize the situation.

You must apply for renewal of your license at least 6 months before its end under the same conditions as for the initial application.

Who shall I contact

In the year preceding the end of the approval, the department's services will send you a reminder by registered letter with acknowledgement of receipt.

The application for renewal of the approval shall be submitted and examined under the same conditions as the initial application.

The file is completed, when it is 1er requested renewal, by a document certifying that you have completed initial and continuing training and an introduction to first aid measures.

Any decision not to renew an authorization shall be taken after obtaining the opinion of the Withdrawal Advisory Committee. This decision must state the reasons for it.

In case of non-renewal of the approval, you must respect a minimum period of 1 year to make a new application for approval.

If you are planning to move, you should inform the department.

They must then verify, on the basis of the information provided, the impact of that change on the approval.
