What is the bonus/points transfer in the public service?

The premium/points transfer is a mechanism provided for under the Protocol Career, Career and Compensation Pathways (PPCR).

The implementation of this system has taken place 2016 to 2019.

The scheme consisted in reducing the amount of the staff bonuses in exchange for an increase in the basic salary by upgrading the index grids.

The aim of this measure was to increase the share of index salary in the remuneration of civil servants with the following twofold objective:

  • Reduce the disparity in premium rates and consequently in pay levels between different bodies or job categories
  • Increase the contribution base of the civil servants' basic pension scheme and consequently the level of pension

The scheme applied to officials of the three public services, in an active position or on secondment, including staff under special status (national police, prison administration).

Please note

The contractors were not involved.

In practice, the bonus/points transfer took the form of an increase in the index salary and, at the same time, a reduction in the amount of the premiums.

This reduction resulted in the insertion on the pay slip of a line entitled Bonus/Points Transfer in the column Deduct.

This additional line is still on the pay slip.

Please note

The official who was not receiving any bonus received the increase in his index salary.
