Promotion by secondment of a disabled official

Until December 31, 2026, if you are a public servant with a disability, you may be seconded to a body or framework of uses higher category. At the end of a minimum period of secondment, you can be integrated into this corps or job framework. We will detail what this temporary promotional scheme is.

The system varies according to your public service of origin (State - FPE, territorial - FPT, hospital - FPH).

EPF

If you are disabled official, beneficiary of the employment obligation, a mechanism shall be put in place, until 31 december 2026, to allow you to access a body higher category.

In principle, access to a higher category body is by competition (external or internal) or by internal promotion.

This temporary device provides access to a higher category body by secondment in this body.

And this detachment of a limited duration, which may be renewable, is intended to lead tointegration into the reception corps.

This system is a derogating measure, the implementation of which is intended to smooth the career path of an official with a disability in addition to the usual career paths of promotion, which are internal competitions and the internal promotion.

You must provide proof of the length of service required to enter the internal competition for access to the body you wish to enter.

This period of service shall be determined by the special status of the body concerned.

If the special status does not set a duration of service, you must justify, to 1er January of the year of your application, of 10 years of public services.

The number of jobs offered to the detachment is fixed annually by ministerial decree for each body concerned.

The posts offered at the secondment shall be the subject of a call for applications published, in particular, on the public service internet portal and on the recruitment authority's website.

The notice shall include the following particulars:

  • Number and description of jobs proposed
  • Estimated date of secondment
  • Composition of the application dossier
  • Deadline for submission of applications.

The application package consists of the following 2 items:

  • File constituted, according to a regulatory model, with a view to the recognition of your professional experience
  • A valid copy of the document justifying your status as a disabled person, who is entitled to the employment obligation.

Review of files

The recruitment administration checks the admissibility of the applications and sends the admissible applications to a committee responsible for assessing the suitability of each candidate.

This commission is composed of 3 people:

  • An officer of a corps of a level equivalent to or higher than the detachment corps
  • A person competent for the integration into the labor market and the retention of disabled people in employment
  • Someone from the human resources department

The committee shall assess the professional competence of each applicant to perform the tasks of the secondment corps in the light of the application dossier.

It shall also take account of acquired from professional experience of each candidate and his or her motivation.

After examining the candidates' files, the committee shall draw up a list of the candidates selected for an interview.

Interview

The Commission shall receive each candidate during a maintenance of up to 45 minutes, on the basis of its record of recognition of professional experience.

You start this interview with a presentation of up to 10 minutes on your career path.

The commission shall assess your motivation, your professional background and your ability to perform the duties of the secondment corps.

The committee may seek the opinion of one or more persons.

For access to the bodies managed by the Ministry of Foreign Affairs, your language skills can be assessed by the language training center of that Ministry.

The results of the evaluation shall be forwarded to the Commission.

After receiving all the candidates, the committee shall draw up a list of the candidates proposed for secondment.

If you are nominated by the commission and retained by the recruitment authority, you are seconded to that authority.

Duration of posting

If the special status of the secondment body provides for a traineeship or initial training for successful candidates in an internal competition, secondment shall be made for the duration of that traineeship or training.

If the special status does not provide for such secondment, the period of secondment shall be 1 year.

If you are part-time, the length of secondment is increased so that it is ultimately equivalent to the length of a full-time employee.

You are classified in your grade of secondment under the same conditions as those laid down in the special regulations for successful candidates in the internal competition.

Training

If the special status of the secondment organization provides for an initial period of training prior to establishment, you shall follow this initial training.

It can, if necessary, be adapted to your needs.

If the special status of the secondment unit does not provide for such initial training, you shall receive a counseling and job-matching training.

The progress of the period of secondment shall be the subject of a report assessing the skills acquired and their implementation.

This report is prepared by your supervisor or the director of the training organization.

Assessment of your professional aptitude

At the end of the secondment, your professional aptitude is assessed with a view to your integration into your secondment corps.

If you have taken the training under the special status of your secondment body, your professional competence is assessed under the same conditions as for a probationary official.

If assessed by a jury, a person competent for employability and job retention of disabled persons shall be part of the jury.

If the special status does not provide for initial training, the assessment of your professional competence shall be carried out by the selection board for candidates.

The commission receives you during an interview of up to 45 minutes on the basis of the appraisal report prepared by your superior.

This interview begins with a presentation of up to 10 minutes on your main activities during the secondment.

The Commission appreciates your ability to perform the tasks of the detachment corps.

The committee may seek the opinion of one or more persons.

Integration or renewal of secondment

If you are declared fit to be integrated into the detachment unit, the administration shall do so.

If the special status of the Integration Corps provides for a commitment to serve for a minimum period of time, you are subject to this obligation.

If your professional abilities are deemed to be insufficient to perform the tasks of the detachment unit, the administration may renew your detachment.

Renewal shall be granted for the same period as in the case of renewal of probationary period.

If the special status does not provide for the duration of the renewal of the probationary period, the secondment shall be renewed for one year.

You will be interviewed by your detachment administration to identify, if necessary, the accompanying measures that can promote your integration.

At the end of the renewal period, a further examination of your professional competence is carried out under the same conditions as at the end of the 1re period.

If it is considered that you do not have sufficient professional capacity to perform the tasks of the detachment corps, you are reinstated in your original corps.

You will be interviewed by your home administration to identify measures that can help you return to work in your home administration.

FPT

If you are disabled official, beneficiary of the employment obligation, a mechanism shall be put in place, until 31 december 2026, to allow you to access a employment framework higher category.

In principle, access to a senior level job framework is by competition (external or internal) or by internal promotion.

This temporary arrangement provides for access to a framework of senior posts by secondment within that framework of jobs.

And this detachment of a limited duration, which may be renewable, is intended to lead tointegration into this employment framework.

This system is a derogating measure, the implementation of which is intended to smooth the career path of an official with a disability in addition to the usual career paths of promotion, which are internal competitions and the internal promotion.

The requirements vary depending on whether you want to access a category A+ job framework (administrator, chief engineer, library curator, heritage curator) or another job framework.

General case

You must provide proof of the length of service required to apply for the internal competition to access the job framework you wish to enter.

This period of service shall be determined by the special status of the employment framework concerned.

Territorial Administrator Job Framework

You have to justify to 1er January of the year of your application, the length of service required to gain access to the territorial administrator's post framework by internal promotion.

This period of service shall be determined by the special status the employment framework.

Territorial Chief Engineer Employment Framework

You have to justify to 1er January of the year of your application, the length of service required to access the territorial chief engineer job cadre by internal promotion.

This period of service shall be determined by the special status the employment framework.

Heritage Curator or Library Curator Job Frameworks

You have to justify to 1er January of the year of your application, the length of service required to gain access to heritage curator or library employment by internal promotion.

This period of service shall be determined by the special status the employment framework.

The number of jobs offered to the detachment is fixed each year by the territorial authority for each employment framework concerned.

The jobs offered at the detachment are the subject of a call for applications published on the website of the local authority.

The notice shall include the following particulars:

  • Number and description of jobs proposed
  • Estimated date of secondment
  • Composition of the application dossier
  • Deadline for submission of applications.

The application package consists of the following 2 items:

  • File constituted, according to a regulatory model, with a view to the recognition of your professional experience
  • A valid copy of the document justifying your status as a disabled person, who is entitled to the employment obligation.

The recruitment community may itself carry out the selection procedure for candidates or delegate it to the management center.

Review of files

The recruiting community verifies the admissibility of the applications and forwards the eligible applications to a committee responsible for assessing the suitability of candidates.

This commission is composed of 3 people:

  • The territorial authority or its representative shall be an official of a post office manager of a level equivalent to or higher than the post office manager
  • A person competent for the integration into the labor market and the retention of disabled people in employment
  • Someone from the human resources department.

The committee shall assess the professional suitability of each applicant to perform the tasks covered by the posting framework, on the basis of the application dossier.

It shall also take account of acquired from professional experience of each candidate and his or her motivation.

After examining the candidates' files, the committee shall draw up a list of the candidates selected for an interview.

If the special status of the posting manager does not provide for such initial training, you shall receive a counseling and job-matching training.

The progress of the period of secondment shall be the subject of a report assessing the skills acquired and their implementation.

This report is prepared by your supervisor or the director of the training organization.

Assessment of your professional aptitude

At the end of the secondment, your professional aptitude is assessed with a view to your integration in the context of secondment jobs.

This assessment shall be carried out by the selection board for the secondment of candidates.

The commission receives you during an interview of up to 45 minutes on the basis of the appraisal report prepared by your superior.

This interview begins with a presentation of up to 10 minutes on your main activities during the secondment.

The Committee appreciates your ability to perform the tasks of the secondment framework.

The committee may seek the opinion of one or more persons.

Integration or renewal of secondment

The commission can tell you able to integrate your new job framework.

The community then does that integration.

Alternatively, the commission may propose the renewal of your secondment or your reintegration into your original employment.

If it proposes the renewal of your secondment, the territorial authority may decide to renew your secondment or to reinstate you in your original employment.

If the secondment is renewed, it shall be for the same period as the initial period.

You will be interviewed by your detachment administration to identify, if necessary, the accompanying measures that can promote your integration.

At the end of the renewal period, your professional competence shall be re-examined under the same conditions as at the end of 1re period.

If it is considered that you do not have sufficient professional capacity to perform the tasks of the secondment framework, you are reinstated in your original framework.

You will be interviewed by your home administration to identify measures that can help you return to work in your home administration.

FPH
