What is the period of professional immersion in the public service?

Verified 16 September 2022 - Directorate for Legal and Administrative Information (Prime Minister)

A professional immersion period is a period during which you ask to be placed temporarily with a public employer other than your own, to understand the reality of a trade, observe its practice and the professional environment in which it takes place.

The purpose of the professional immersion period is to enable you to confirm a professional development project and to make an informed choice of mobility.

The host public employer may be an administration or a public establishment of the State of your choice.

The host public employer may also be a territorial public administration or establishment, a hospital public establishment or any other public body.

The purpose of the immersion period is, when you are looking for mobility or professional retraining, to put you in the professional situation that you plan to join.

The duration of a professional immersion period can be from 2 to 10 working days, whether consecutive or not.

The cumulative duration of several immersion periods may not exceed 20 days over 3 years.

The immersion period is deducted from your time of service with your employer's administration. For example, you may not acquire rights to RTT from your employer's administration during this period.

Who can benefit?

Each public official (civil servant or contract employee) may benefit from a period of professional immersion.

How do I apply?

You must make a reasoned request to your employer authority.

The request must be made at least 3 months before the desired start date.

However, in the event of an agreement between you and your employer administration, the request may be made within a shorter period.

You must specify the desired reception structure and the duration and dates of the planned immersion period.

Your application is processed by your employer's administration, which assesses its consistency with your career development project.

Within one month of receiving your request, your employer administration will inform you of its agreement or the reasons for refusing or postponing your request.

The immersion period results in a tripartite agreement between you, your employer administration and the reception structure.

This convention defines the functions observed, the place, the duration and the date of the disposal period (or the dates in case of splitting of the period).

During the immersion period, you are considered to be on a mission.

Your remuneration remains unchanged during the immersion period.

If necessary, you can benefit from the support of your travel expenses like an officer on a mission.

If you are a disabled worker who is entitled to the obligation to employ and if you have human or material assistance to help you adapt your workstation, your employer administration ensures that you receive the assistance necessary to ensure that the immersion period runs smoothly.

Such aid is defined in the Tripartite Convention.
