Recruitment of a person with a disability in the public service

Verified 04 March 2024 - Directorate for Legal and Administrative Information (Prime Minister)

If you have a disability, you can attend the competition access to the public service and benefit from proofing. You can also be recruited as a contractor, and then be established at the end of the contract, without having to pass a competition. We detail these 2 devices.

Competition

You can be recruited into the public service by entering a competition.

There's no no age limit to enter a public service disability competition.

You must have a qualification or diploma of the required level or a recognized qualification equivalent to one of these.

Derogations from the normal rules for the conduct of competitions may be introduced if you produce a medical certificate issued by an approved medical practitioner.

This certificate must have been issued less than 6 months before the competition tests take place.

It must specify the nature of the human and technical aids and the adjustments necessary to enable you, taking into account the nature and duration of the tests, to cope in conditions compatible with your situation.

The adjustments may relate in particular to the duration and conduct of the test.

You can also benefit from human or technical assistance (adapted equipment for example) or sufficient rest time between 2 successive tests, so as to allow you to cope in conditions compatible with your needs.

Please note

The administration must ensure the accessibility of examination rooms.

The order or decision to open the competition or recruitment procedure shall fix the final date for the transmission of the medical certificate.

It is recommended to make your request for accommodation as soon as you register in the contest.

The list of accredited doctors is available from each prefecture or on its website.

Who shall I contact

The adjustments shall be granted by the organizing authority for the tests in the competition and implemented on condition that the costs entailed are not disproportionate to the material and human resources at its disposal.

If successful in a competition, your appointment shall be made after verification of your suitability, taking into account the possibilities for compensation for disability, if the performance of the duties to which the competition you have passed gives access requires special health conditions.

Contract

You can be recruited, on a category A, B or C employment, then tenured without competition at the end of your contract.

Notices of initiation of recruitment under this procedure shall be published, in particular, on the public service internet portal and on the recruitment authority's website.

There's no no age limit to be recruited under this disability-specific procedure.

Your disability must be compatible with the job you are applying for, taking into account the possibilities of compensation under the principle of reasonable accommodation, if the performance of the duties requires special health conditions.

You must provide a medical certificate issued by an approved medical practitioner.

The list of accredited doctors is available from each prefecture or on its website.

Who shall I contact

You must have the same diploma or level of education as that required for a candidate passing the competition or a recognized qualification equivalent to one of these diplomas or diplomas.

The duration of your CDD is equal to the duration of the internship to which an official is subject.

You're generally recruited for a period of one year, renewable if necessary.

During the contract, you receive a equivalent remuneration that of a probationary official from the external competition.

If you work part-time, the duration of your contract is extended proportionally to your part-time so that the total duration of your contract is equivalent to the length of the probationary period to which a full-time employee is subject.

In the case of leave other than annual leave, your contract is also prolonged under the same conditions as for a probationary official.

You benefit from a training and personalized follow-up to facilitate your professional integration.

At the end of your contract your professional aptitude is assessed by your employer administration in the light of your file and after an interview with a jury.

If your professional skills are deemed sufficient, your employer administration will proceed with your tenure.

The duration of your contract is taken into account in determining your classification as a holder.

If your skills are deemed insufficient, you may be in one of the following situations:

  • Your contract can be renewed for a new year (you can then be confirmed if your skills are deemed sufficient)
  • Your contract is terminated (you can collect unemployment benefits).
