General conditions of use of the registration process

The registration process ("DILE") or "Service" is an online service accessible from the website service-public.fr. It allows a user to fill in and file a registration request on the electoral lists. This Online Service is not linked to the personal account of service-public.fr.

This service is part of the government's policy of simplifying administrative procedures and makes it possible to contribute to the expression of direct and universal suffrage under conditions complying with the law.

This Service was developed jointly by DILA, DMAT and INSEE to transmit directly to the Single Electoral Directory (REU) the applications for registration on the electoral lists received on the service-public.fr website in order to allow municipalities to process them.

"UGC": these General Terms of Use form a contract between the Users and the DILA concerning the use of the Service.

"DILA": the Directorate of Legal and Administrative Information (DILA) is a central administration directorate of the Prime Minister's Office, under the authority of the Secretary-General of the French Government.

"DMAT": The Directorate of Modernization and Territorial Administration is a directorate attached to the General Secretariat of the Ministry of the Interior.

"DILE": This is the Voter Registration Process, hereinafter referred to as the Service.

"REU": This is the Single Electoral Directory maintained by INSEE

"INSEE": National Institute of Statistics and Economic Studies

"User": means any person who makes an application under this Service

Purpose of the Terms and Conditions

The sole purpose of these GTC is to define the conditions under which DILA and DMAT make the Service available as well as the reciprocal obligations of each party in the context of the use of said Service.

Availability and acceptance of the GTU

Before the online process begins, the GTUs are made available to the User who acknowledges having read them fully and declares to accept them at the time of authentication.

If the data subject uses the DILE online service, he/she declares that he/she has read the DILE GTC.

If the data subject identifies with the FranceConnect identity management service, he/she acknowledges that he/she accepts the DILE GTC and the France Connect GTC.

The DILE Terms and Conditions are also accessible from the footer of all the pages of the Site, under the heading “General Terms of Use”.

Modification of the Terms and Conditions

Before the online process begins, the GTUs are made available to the User who acknowledges having read them fully and declares to accept them at the time of authentication.

Access to the Service

Access to the voter registration process requires online authentication on the Service-public.fr website.

If the user uses the DILE online service, he chooses an identifier (formalized by a valid email address) and a password. The password must contain 8 or more characters including at least one capital letter and a number or special character.

The user accepts that the information entered in the context of this Service is used to create his identifiers and declares to accept the Terms of this Service. The user must also prove that he is not a robot by checking the box of the Captcha installed.

The e-mail address provided will serve as an identifier and will be used to receive an authentication validation e-mail or to retrieve its password.

Use of the Service requires an Internet connection and a web browser. The browser must be configured to allow session cookies.

The site is designed to work with popular browsers in a recent version (Firefox, Chrome, Safari, Microsoft Edge).

Use of the Service is free.

Service Description

At the end of the authentication process, if the user's identifiers are correct, he can start his approach and enter the data to be filled in.

The Service then sends the User's request and the constituent elements of the file to INSEE. An e-mail acknowledging receipt of the online application is sent to the User, containing the reference assigned to the application (telefile number), as soon as it is validated.

The municipalities then go back to INSEE, for the holding of the UER, the progress of the users' requests, which then transmits them to the DILA. At each status ("File transmitted"; "Processing"; "Request Rejected"; "Request Accepted") an email is sent to the email address provided by the user.

After transmission of the request, in the event of errors of entry or erroneous information, the User must renew his entire request, either by using the Service again, or directly with the municipality in which he wishes to register.

Service Availability

The Service is accessible on the Internet 24/7, except in cases of force majeure or maintenance interventions necessary to ensure the proper functioning of the Service.

DILA and DMAT are committed to using all means at their disposal to ensure a good quality of access to the Service and to ensure its reliability.

The unavailability of the Service does not entitle you to any compensation.

In the event of difficulties encountered on the Site, the User can inform the DILA via the link “Do you have a question or a problem?” present on all the pages of the Service.

Service Management

A signed agreement between DILA and DMAT establishes the responsibilities of these two branches. As such:

The DMAT

The DMAT is the joint contracting authority for the DILE approach. In this capacity, it ensures the following roles and/or operations:

* liaison with INSEE in the context of the management of the UEN and the impacts of the DILE approach on the UEN or the impacts of the UEN on the DILE approach.

* the implementation of appropriate organizational measures to be able to demonstrate that the processing of data is carried out in accordance with the regulations, and in particular with the obligations resulting from Regulation (EU) 2016/679 of 27 April 2016 (General Data Protection Regulation) and from Law No 78-17 of 6 January 1978 as amended on information technology, files and freedoms.

The DILA

The DILA is the joint contracting authority and prime contractor for the service and its management system. In this capacity, it ensures the following roles and/or operations:

* the secure operation of the information system;

* the implementation of appropriate technical measures to be able to demonstrate that the processing of data is carried out in accordance with the regulations, and in particular with the obligations resulting from Regulation (EU) 2016/679 of 27 April 2016 (GDPR) and from Law No 78-17 of 6 January 1978 as amended on data processing, files and freedoms.

In the context of the Service, DILA is a hosting company and is therefore in no way responsible for the content of the deposits made by the Users. Thus, the data transmitted via this Service remain the responsibility of the User, even if they are transmitted by the technical means made available in the Service.

The DILA undertakes to take all necessary precautions to preserve the security of the data collected from the User, and in particular to prevent it from being distorted, damaged or from unauthorized third parties having access to it.

Together, DILA and DMAT are:

* co-responsible for the compliance of the information system with the general safety and accessibility repositories and for its approval;

* joint controllers of the automated processing of personal data (cf. Privacy Policy).

Data Entry

The Users of this Service undertake that the documents and documents filed correspond to those required by the provisions of the decree of November 16, 2018 made pursuant to Articles R. 5, R. 6 and R. 60 of the Electoral Code. For ease of understanding, this information is available on:

The DILA does not exercise control over these file repositories and can in no case be held responsible for the content hosted at the request of the Users.

Without any activity on the part of the User for more than 30 minutes, his session is terminated and the data entered is lost

The User is then invited to completely renew his approach.

It is recalled that any person making a false declaration for himself or for others is liable, inter alia, to the penalties provided for in Article 441-1 of the Criminal Code, providing for penalties of up to three years' imprisonment and a fine of up to EUR 45 000.

Security of the computers used to access the Service

It is the responsibility of Users to ensure that they have the necessary computer, hardware and software skills and resources to use the Service.

The User is responsible for the IT tools used to access the Service that must comply with the art in computer security.

User Responsibility

The documents necessary for the application to register on the electoral lists are deposited on the Service under the sole responsibility of the User and must be strictly in accordance with the laws and regulations in force.

The DILA and the DMAT undertake to take all necessary measures to guarantee the security and confidentiality of the information provided by the user.

The DILA guarantees the Users of the Service the right of access provided by Law No. 78-17 of 6 January 1978 relating to computers, files and freedoms.

The DILA undertakes not to market any information and documents transmitted by the User through the Service, nor to communicate them to third parties, except as provided by law.
