Register on the electoral roll in the town hall: what proof of residence?

To register on the electoral roll, you must prove either your domicile or residence in the municipality, your capacity as a taxpayer in the municipality, or your capacity as manager or majority or sole partner of a company in the municipality.

For home (or residence)

To register on the electoral roll, it is necessary to provide a recent proof of residence. The document to provide depends on your situation.

For your home

You must provide proof less than 3 months, in your name and mentioning the address of your home in the municipality.

The most commonly accepted evidence is:

  • Certificate or invoice of water, electricity, gas, fixed telephone drawn up in your name by this company (less than 3 months)
  • Home insurance certificate (less than 3 months)
  • Unwritten rent receipt (less than 3 months)
  • Salary or pension voucher (less than 3 months)
  • Household waste removal fee (most recent)
  • For persons in a retirement home, a certificate from the director showing the address of the institution and establishing the reality of the accommodation (less than 3 months).

As a residence in the municipality

The residence is where you live at the time of application effectively and continuously for at least 6 months. It is not enough to work in the commune.

For example, you can provide one of the following:

  • Water, electricity, gas or landline bill less than 3 months
  • Certificate of insurance, rent receipt of less than 3 months

Warning  

a secondary residence occupied only during the holidays or the weekend does not have the character of residence..

At your father's and your mother's

Before 26 years

You must provide:

  • a document of less than 3 months attesting to the domicile of the parent in the municipality,
  • and a document attesting to the relationship of filiation (copy of the family register, birth certificate with indication of filiation, ...).

From 26 years

You must provide:

  • letter signed by the parent who is hosting you, certifying that you live at home and dating back less than 3 months,
  • document proving your connection with the municipality (recent salary slip or any document indicating your name and the address of the parent hosting you),
  • copy of the identity card of the parent hosting you.
In another person

The following 3 documents must be submitted:

  • letter signed by the person who is hosting you, certifying that you live in their home and dated less than 3 months,
  • document proving your connection with the municipality (recent salary slip or any document indicating your name and the address of the person hosting you),
  • a copy of the host's identity card.

To register on the electoral roll, you must provide:

  • one certificate of election of domicile issued by a recognized organization or by a communal (or intercommunal) social action center (CCAS or CIAS) and establishing your link with that institution for at least 6 months,
  • or your identity card issued for at least 6 months and showing the address of the host organization center where you have chosen..

For a taxpayer

You must prove that you have been subject to some of the local taxes of the municipality for at least 2 years.

You must have been subjected for at least 2 years to one of these taxes or to several of these taxes successively:

  • Housing tax
  • Property tax (built or unbuilt property)
  • Business Property Assessment (formerly business tax).

You must provide:

  • the last 2 tax notices (on which your name appears),
  • or a certificate from the Departmental Directorate of Public Finance (DDFip) where your name appears.

FYI  

you can apply to be registered on the same list of electors as your spouse when he or she is registered as a taxpayer.

For a manager (or partner)

From 1to january 2019, it is possible to register on the electoral lists of the municipality where the company of which you are the manager or the partner (majority or sole) is located, under certain conditions.

You must prove that you have been for at least 2 years the manager (director) of a company registered in the role of contributions of the commune for at least 2 years.

The following 3 documents must be provided:

  • Certified on the honor of the continuity of your position as manager (director) of the company for at least 2 years
  • Appointment decision (or extract) or a copy of the appointment decision, which can be found in the register of decisions of the general meeting of the company or even in the statutes of the company
  • Document attesting to the registration of the company in the role of the commune for at least 2 years.

You must prove that you have been for at least 2 years majority or sole partner a company which has been included in the municipality's contribution list for at least 2 years. These may include:

  • a limited liability company (LLC),
  • a general partnership (SNC),
  • a limited partnership,
  • civil society.

The following documents must be provided:

  • Certification on the honor of the continuity of your status as majority or sole partner of the company for at least 2 years
  • Copy of the articles of incorporation of the company or of the updated articles of association or a copy of the deed of assignment of units
  • Document attesting to the registration of the company in the role of the commune for at least 2 years.

You must prove that you have been for at least 2 years majority or sole partner a company which has been included in the municipality's contribution list for at least 2 years. These may include:

  • a public limited company (SA),
  • a limited partnership per share (CSP),
  • a simplified share company (SAS).

The following documents must be provided:

  • Certifying on the honor of the continuity of your status as a single majority partner of the company for at least 2 years
  • Certificate issued by the company of which you own or control shares or shares
  • Document attesting to the registration of the company in the role of the commune for at least 2 years.
