National universal service: 60-day leave for supervising public officials

You are a civil servant and you want to mentor young volunteers of the national universal service (SNU)? You can take 60 days off for 12 consecutive months. An order published in Official Journal on 9 september 2021, the conditions for the recruitment of public officials responsible for management and their terms of employment shall be defined. The National Universal Service (SNU) is aimed at all young people aged 15 to 17 who wish to participate in building a business of commitment, built around social cohesion.

Public officials of the three public services (State, territorial and hospital) who wish to participate in the preparation and supervision of young people for cohesive stays of the national universal service may benefit from a specific leave with pay. Such leave shall be granted subject to the need for service for a period of not more than 60 days in a period of 12 consecutive months. To participate and mentor youth in national universal service missions, officers must not have been convicted of a crime or offense such as manslaughter or sexual assault.

A decree of 10 March 2022 establishes an allowance for the mentoring of volunteers during cohesive stays of the national universal service. An order issued in Official Journal of 12 March 2022 shall fix the gross amounts of that allowance.

Public administrations and public establishments of the State may benefit from the secondment of private-law staff, if the functions carried out within them require a specialized technical qualification or in order to carry out the functions of preparation and management of the cohesion stays of the national universal service. In this case, the total cumulative duration of the supplies may not exceed 60 days in a period of 12 consecutive months.
