The legislative part of the General Code of the Public Service comes into force on March 1, 2022

The legislative part of the General Civil Service Code created by the Ordinance of 24 November 2021 entered into force on 1er March 2022. The Ordinance codifies in a single body of law the four statutes of the public service of 1983, 1984 and 1986 as well as the texts of more recent statutes. The regulatory part of the code will come into effect in 2023.

The Ordinance was signed by the President of the Republic on 24 November 2021 and published in Official Journal of 5 December 2021. This order is made pursuant to Article 55 of the Law of 6 August 2019 on the transformation of the public service. It aims to:

  • to simplify and make more easily understood civil service law, by bringing together all the laws and, in time, regulations applicable to public officials, both incumbent and contractual;
  • promote the accessibility of the rules for all actors, in particular public officials themselves.

The legislative part of the Code brings together:

  • the four statutes of the public service

    The Porus

    , namely the Law of 13 July 1983 on the rights and obligations of civil servants, common to the three civil services, the Law of 11 January 1984, the Law of 26 January 1984 and the Law of 9 January 1986 laying down statutory provisions relating respectively to the State civil service, the territorial civil service and the hospital civil service;
  • more recent provisions such as the Ordinance of 2 June 2021 on the reform of the senior management of the State civil service. (read more about Vie-publique.fr).
