A Five-Year Plan for Gender Equality

On International Women's Day, March 8, 2023, the Prime Minister and the Minister for Gender Equality, Diversity and Equal Opportunities, presented the 2027 Plan for Equality between Women and Men. Service-Public.fr presents the main features of this plan.

Declared a major cause of the 2022-2027 five-year period, equality between women and men is the subject of an interdepartmental plan for 2023-2027 that is part of the continuity of the actions undertaken since 2017 by the government.

The plan proposes measures relating to daily life, ranging from care for victims of violence, education and professional equality, to women’s health.

It is organized around four main axes:

  • combating violence against women;
  • women's health;
  • economic and professional equality;
  • the culture of equality.

Key measures include:

  • the doubling of the number of women's homes, which provide support for victims of violence, backed up by a hospital, so that there is one per department;
  • reimbursement of female condoms for those under 26, as well as reusable periodic protection with an incentive for communities to offer them in distributors in all secondary schools;
  • the expansion of the equality index in the state civil service from summer 2023 (a tool used in the private sector since 2019);
  • the creation of a label that rewards the most highly educated secondary schools

  • the establishment of

    specialized poles

    in the courts to better address domestic violence. A file on perpetrators and victims of violence is also on the agenda.

For each axis, the 2023-2027 plan provides for more than 100 measures supported by exchanges with associations, reports and expertise from recognized institutions and the work of parliamentarians.

These measures are grounded in the territories and are based on recommendations from local consultations led by the regional network on women’s rights and equality.

Each axis has several objectives to be implemented by 2027.

Combating violence against women

  • Full and immediate protection of women throughout the country.
  • Improved treatment of domestic violence.
  • More effective punishment for perpetrators of domestic violence.

Women's health

  • Better support for women following a miscarriage.
  • Increased access to contraceptive options and sexually transmitted infections (STIs).
  • Fight against menstrual insecurity.
  • Better monitoring of women's health and access to care.
  • Better care for the health of women in situations of great insecurity.

Economic and occupational equality

  • Promote virtuous actions by strengthening government action with companies.
  • Accelerating gender equality in the public service.
  • Reduce parenting inequalities.
  • Supporting women entrepreneurs.
  • Promote a more equal tax system.

Culture of equality

  • Disseminate the culture of equality at school, around and outside school.
  • Developing gender diversity in the sectors of the future.
  • Support for the creation of a museum of feminism: this project should be carried out in conjunction with the University of Angers and the Association for a Museum of Feminism.
