An exceptional purchasing power premium for certain public servants
Publié le null - Legal and Administrative Information Directorate (Prime Minister)
A decree establishing an exceptional purchasing power premium for certain public officials has been published in the Official Journal on 1er August 2023. Which agents are involved? How much will this premium be? When should it be paid? Service-Public.fr informs you about the provisions of this text.
The measure was announced by the Minister of Transformation and the Public Service on June 12 when the 1.5 per cent increase in the value of the public service index point was announced.
A decree of July 31, 2023 announces its implementation. The creation of an exceptional purchasing power premium concerns officials of the State and hospital civil services and the military. The territorial civil service must be the subject of a specific text.
Please note that at 1er january 2024, a flat-rate revaluation of 5 index points will be established for the staff of the three public services. That's about 2€5 gross per month.
FYI
70 percent of hospital workers and half of government workers are expected to receive the exceptional purchasing power premium from the civil service, according to the government.
A premium subject to conditions
The purchasing power premium is subject to several cumulative conditions:
- have been recruited or appointed by a public employer before 1er January 2023;
- remain in place as of June 30, 2023;
- to have received, between 1er July 2022 and June 30, 2023, a remuneration of up to €39,000 gross or €3,250 gross per month maximum.
Please note
if you have not been employed for the whole period from 1er july 2022 as of june 30, 2023, you can verify whether you are eligible for the bonus by dividing your total gross remuneration by the number of paid months, then multiplying the result by 12. If you have had more than one employer, you must consider the total remuneration paid by the last employer and then make the same calculation.
How much for the purchasing power premium?
The amount of the exceptional premium is staggered between €300 and €800.
The lump sum is calculated on the basis of the gross remuneration received for the period from of 1er july 2022 to june 30, 2023 :
- remuneration less than or equal to € 23 700: €800 ;
- remuneration of more than € 23 700 and less than or equal to € 27 300: €700 ;
- remuneration of more than € 27 300 and less than or equal to € 29 160: €600 ;
- remuneration of more than € 29 160 and less than or equal to € 30 840: €500 ;
- remuneration of more than € 30 840 and less than or equal to € 32 280: €400 ;
