Territorial civil service: the terms of the exceptional purchasing power premium are specified

The exceptional purchasing power premium was introduced, subject to conditions, for State civil servants, hospital civil servants and military personnel by decree of 31 July 2023. It aims to support public officials in the face of inflation and its disbursement started in October 2023.

A specific text for the territorial civil service has just been published: the decree of 30 October 2023 indicates the conditions for payment of this exceptional bonus for agents in this category, which were not included in the first text.

The legislative body of a local authority or a regional or local public establishment may, after consulting the Social Committee, introduce a flat-rate exceptional purchasing power premium.

Eligibility for the premium

The beneficiaries provided for in the decree of 31 October are: territorial officials and contractors, maternity and family assistants employed by local authorities and public institutions.

The premium is subject to several cumulative conditions:

  • have been appointed or recruited by a public employer before 1er January 2023;
  • be employed and remunerated by a public employer on 30 June 2023;
  • have received a gross remuneration of EUR 39 000 or less for the period from 1er July 2022 to June 30, 2023 (€3,250 gross monthly on average).

Public officials of the State and hospitals seconded to a local authority or public establishment shall be eligible for the premium taking into account their length of service throughout the public service.

Amount and payment

The decree indicates a scale of 7 bands corresponding to the gross remuneration received for the current period of 1er July 2022 to June 30, 2023. Premiums may be included between €300-800 depending on the slice.

The legislative body shall determine the amount of the premiums that may be awarded within the limits of these maximum amounts.

The payment may be made in several fractions by June 30, 2024.

Please note

this premium may be combined with any other premium and allowance received by the staff member, with the exception of the premium provided for by the decree of 31 July 2023 (exceptional purchasing power premium for certain staff members of the State civil service, the hospital civil service and the military).
