Direct integration of a staff member into another corps/job cadre

You are a public servant and wish to make a mobility in another body or framework of uses, in the same public service or in another public service? Direct integration can allow you, under certain conditions, to make this change of body or job framework, without prior detachment. We present you with the information you need to know.

If you plan to move to another body or job, in the same public service or in another public service, you can

  • or ask for your detachment,
  • or ask for your direct integration in this new body or framework of jobs.

Direct integration takes place without prior detachment.

You can only consider direct integration if you are permanent official in activity.

All bodies and job categories of the three public services (State, territorial and hospital) are accessible by direct integration even if their special status does not provide for it or contains provisions to the contrary.

However, State bodies with jurisdictional powers are not accessible through direct integration.

These bodies are:

  • Judges of Administrative Tribunals and Administrative Appeals Courts
  • Members of the Council of State
  • Magistrates' Corps of the Regional Chambers of Auditors and the Court of Auditors

The bodies of the State accessible by

exterior tower

 are also not accessible through direct integration.

Direct integration into a new body or job framework may occur in the same or another public service. For example, from the state civil service to the territorial civil service.

Direct integration into a body or framework of jobs corresponding to a regulated profession subject to possession of a diploma or diploma shall be subject to possession of that diploma or diploma.

This is the case, for example, for nursing, medical and educational bodies or professionals.

Your original job body or cadre and your integration job body or cadre must be of the same hierarchical category (A, B, or C) and of comparable level.

The bodies or frameworks of posts are considered to be of comparable level according to the conditions of recruitment or the nature of the tasks defined in their special statutes.

Direct integration can be pronounced if at least one of these 2 criteria is met.

It is the host administration that examines the comparability of the recruitment and missions of the home and host bodies and managers, in liaison with the home administration.

Comparable recruitment conditions

Examination of the conditions of recruitment shall include at a time consideration of the following:

  • Level of qualification or training required to access the body or framework of employment (college certificate, bachelor's degree, bachelor's degree, master's degree, doctorate, etc.),
  • Method of recruitment into the body or framework of jobs (competition, period of internship, school of application, etc.),
  • Preserve and recruitment conditions by internal promotion (categories of staff eligible for promotion in the body, period of training before establishment, etc.).

An official may, at his request or with his agreement, be integrated into a corps or framework of posts for which the conditions of recruitment are lower or less restrictive than in his original corps or framework of posts.

This is the case, for example, of an official belonging to a corps or framework of jobs recruiting at Bac + 5 directly integrated into a corps or framework of jobs recruiting at Bac + 3.

Nature of the tasks

Missions are compared according to the type of functions to which they give access: leadership, management, expertise, coordination, control, execution, etc.

The tasks are those defined by the particular statutes of the host and home employment bodies or frameworks.

You request by post, registered with acknowledgement of receipt or delivered in person against receipt, direct integration with your host administration and your home administration.

Request its direct integration into its new administration (civil service)

The direct integration is pronounced by your host administration, after agreement of your home administration.

Your home administration cannot object to your departure except service requirements.

It may, however, require you to give a maximum of 3 months' notice before your actual departure.

Your home administration has 2 months to respond to your direct integration request.

In the absence of a reply by the applicant at the end of that period, your request shall be considered to have been accepted.

Once your direct integration has been pronounced by your host administration, your home administration pronounces your withdrawal from its workforce.

If you are a government official, you can take advantage of the accompanying supplement if you are directly integrating a new corps or framework of jobs following the abolition of your position due to the restructuring of your service.

You are classified, in your new corps or framework of employment, at a grade equivalent to your previous grade.

If you do not have an equivalent grade, you are assigned to the grade whose last step index is closest to the last step index of your original grade.

In your new rank, you are ranked at the step with an index equal to the index you held in your original body or job cadre.

If you do not have an equal index, you are classified in the step with an index immediately above your former index.

You retain your step seniority if the salary increment resulting from your direct integration is less than or equal to the salary increment that would have resulted from a step advancement in your original grade.

If you were at the last step in your original grade, you will also retain your seniority in the step if the salary increment resulting from your direct integration is less than or equal to the salary increment resulting from your advancement to the last step.

Services performed in your original body or job setting are treated as services performed in your new body or job setting.
