Can an official benefit from therapeutic part-time work?

Objective and specific reasons, linked to the continuity of the operation of the service, which may justify the refusal by the administration of a right or benefit to a public official (part-time work, leave, etc.)
Yes, if your medical condition warrants it, you may be allowed to work part-time for therapeutic reasons when it allows you to remain or return to work.
What applies to you ?
State Civil Service (EPF)
You may be allowed to work part-time for therapeutic reasons if you are in one of the following situations:
- Part-time work allows you to maintain or return to work and is recognized as having the potential to improve your health
- Part-time work allows you to benefit from rehabilitation or vocational rehabilitation to find a job compatible with your health
Part-time work for therapeutic reasons can be carried out as soon as your health justifies it, at the end of sick leave or without you having been off work before.
If you are a probationary official, you may be allowed to work part-time for therapeutic reasons unless your probationary period involves vocational education or has to be completed in a training establishment.
Part-time for therapeutic reasons may not be less than half-time.
You can ask to work part-time at 50%, 60%, 70%, 80% or 90% full-time.
The authorization to work part-time for therapeutic reasons shall be granted and renewed for periods of 1 to 3 months, up to a maximum of one year.
Part-time work for therapeutic reasons may be carried out continuously or discontinuously for a maximum period of one year.
When the rights to work part-time for therapeutic reasons are exhausted, they are reconstituted at the end of a one-year period.
For the calculation of this one-year period, only periods completed in position of activity and secondment shall be taken into account.
At the end of this one-year period, you can apply for a new part-time authorization for therapeutic reasons.
The authorization for part-time work shall start on the date on which the administration receives your request.
You must apply to your administration for authorization to work part-time for therapeutic reasons.
Your application must be accompanied by a medical certificate containing the following information:
- Desired part-time quota (50%, 60%, 70%, 80% or 90%)
- Duration of part-time (from 1 to 3 months)
- Conditions governing the performance of part-time duties (whether continuous or discontinuous, in terms of days or half-days not worked or as a daily reduction in working hours)
In the event of a change of employer during a period of part-time work for therapeutic reasons, you keep your authorization to work part-time with your new employer.
The application for renewal of the authorization to work part-time for therapeutic reasons shall be made in the same way.
If your duties involve responsibilities that cannot be shared between more than one officer, you will be granted part time for therapeutic reasons if the service requirements allow it.
If operational requirements do not permit, you may be temporarily assigned to other duties appropriate to your body to work part-time.
Your administration may, at your request, change your work before the end of your part-time period.
You can also ask to end your part-time before the scheduled date.
In these 2 cases, you must attach a medical certificate to your application.
Your administration may also, at your request, terminate your part-time before the scheduled date if you have been on sick leave or on leave for temporary service-related disability (Citis) for more than 30 consecutive days.

When you ask to extend your part-time for therapeutic reasons beyond 3 months, your administration will be subject to an examination by a licensed doctor.
If you refuse to do so, your authorization to work part-time for therapeutic reasons is interrupted.
The licensed physician will provide an opinion on your request for an extension.
His opinion is on the medical justification for your request, the amount of part-time work requested and the length of part-time work requested.
Your administration may also require you to be evaluated by a qualified doctor at any time.
If you refuse to do so, your authorization to work part-time for therapeutic reasons is interrupted.

If you were already part-time for any other reason before obtaining authorization to work part-time for therapeutic reasons, your previous part-time is terminated.
If you are a probationary official, the period of probationary service completed part-time for therapeutic reasons is taken into account in full, on your establishment, for advancement and classification.
You cannot work overtime during your part-time period for therapeutic reasons.
Your part-time period for therapeutic reasons is interrupted in case of maternity leave, adoption or paternity and childcare.
During your period of part-time for therapeutic reasons, you may request authorization to take training which is incompatible with part-time training.
You must, in this case, justify by a medical certificate that this training is compatible with your state of health.
During the training, your authorization to work part-time for therapeutic reasons is suspended and you are restored to full-time civil servants' rights (in particular with regard to annual leave).
Territorial (FPT)
You may be allowed to work part-time for therapeutic reasons if you are in one of the following situations:
- Part-time work allows you to maintain or return to work and is recognized as having the potential to improve your health
- Part-time work allows you to benefit from rehabilitation or vocational rehabilitation to find a job compatible with your health
Part-time work for therapeutic reasons can be carried out as soon as your health justifies it, at the end of sick leave or without you having been off work before.
