A number of training courses are designed to help you integrate into the territorial public service and to enable you to adapt and strengthen your skills during your career. The CNFPT: titleContent shall be responsible for organizing such training.

What is onboarding training?

The purpose of integration training is to facilitate your integration when you are newly appointed as a probationary officer in a employment framework.

This training allows you to acquire knowledge about the territorial environment in which you will practice.

It relates in particular to the organization and functioning of local and regional authorities and their public institutions, local public services and the status of the territorial civil service.

The content of the training is defined by the CNFPT: titleContent.

Integration training may be common to different job frameworks.

It takes place during your internship year.

The duration of the training and the conditions under which it may be divided shall be laid down in the special status of your employment framework.

Who is involved?

You must take the onboarding course, regardless of your category, A, B or C except in the following cases:

  • You belong to a job manager in the fire brigade or municipal police: you are subject to specific compulsory vocational training
  • You access a new job framework by internal promotion: you are exempt from integration training
  • You are appointed to one of the following positions: administrators, chief engineers, heritage curators, library curators. You must take initial training as a student of the NCTF

You can request to be totally or partially exempted from the onboarding training.

You must have a diploma or work experience that has enabled you to acquire the necessary skills to carry out the tasks set out in your employment framework.

To be considered, your professional experience must be at least 3 years.

You must submit your exemption request to your employer authority, which submits it to the NCTF.

The exemption request is made using the following form according to your hierarchical category:

The training dispensation is decided by the NCTF.

It shall be certified by a certificate stating the number of days and the nature of the training for which the exemption is granted.

The NCTF sends this exemption to you and your employer community.

How does the integration training take place?

Integration training shall be provided during the firstre the year following your appointment as an intern.

Integration training is mandatory.

You cannot be tenured unless you complete the onboarding course.

The duration of the integration formation and the conditions under which it may be divided are defined by the special status of your employment framework.

Integration training takes place during your working time.

At the end of each training session, CNFPT: titleContent draw up a certificate stating the title and duration of the training followed.

He/she will forward this attestation to you and your employer administration.

The certificate is attached to your individual file.

What is professionalization training?

The purpose of the professionalization training is to enable you to adapt to your job and maintain your skills.

Professionalization training includes 3 types of training:

  • Professionalization training on 1er employment
  • Training for professionalization throughout the career
  • Professionalization training in the event of assignment to a position of responsibility

The special status of your employment framework sets the minimum and maximum durations of professional development training.

It also defines the periodicity of training for professionalization throughout the career.

Your employer's administration, in consultation with you, determines the duration and nature of your professionalization training according to your needs assessment.

If no agreement is reached, you receive training for the minimum duration set by the special status of your job manager. The content of the training is defined by your employer administration, in consultation with the CNFPT: titleContent.

Taking the professional training courses is mandatory.

To access a new job framework through internal promotion, you must have completed the professionalization training provided by your original job framework.

Who is involved?

You must take the professionalization training, regardless of your category, A, B or C unless you belong to a job manager of the fire department or municipal police.

And if you are a territorial doctor, you are not subject to the training of professionalization on the 1er employment and vocational training throughout the career.

How does the professionalization training take place at the first job?

Professionalization training on 1er Employment takes place after integration training (unless you have been given integration training).

You must take the professionalization training on 1er employment during a period defined by the particular status of your job cadre.

Its duration may be increased to a maximum of the number of days of integration training which have been dispensed with.

The training takes place during your working time.

At the end of each training session, CNFPT: titleContent draw up a certificate stating the capacity in which the training was carried out (1er employment).

The certificate shall also specify the title and duration of the training followed.

The NCTF sends this attestation to you and your employer administration.

The certificate is attached to your individual file.

You can request to be totally or partially exempted from taking the professionalization training on 1er employment.

You must have a diploma or work experience that has enabled you to acquire the necessary skills to carry out the tasks set out in your employment framework.

To be considered, your professional experience must be at least 3 years.

You must submit your exemption request to your employer authority, which submits it to the NCTF.

The request for exemption shall be made using the following form:

Application for exemption from first-job training

The exemption decision is subject to a certificate from the NCTF specifying the number of days and the nature of the training for which the exemption is granted.

How does the professionalization training take place throughout the career?

Training for professionalization throughout a career must be followed at intervals specified by the special status of your employment framework.

In the event of a change of job framework, the obligation to train for professionalization throughout the career provided for by your original job framework ceases for the current period.

The training takes place during your working time.

At the end of each training session, CNFPT: titleContent draw up a certificate.

The certificate shall specify the title and duration of the training followed.

The NCTF sends this certification to you and your employer administration.

The certificate is attached to your individual file.

You can ask to be totally or partially exempted from taking the professionalization training throughout your career.

This requires you to have work experience or have completed a skills assessment that justifies having the necessary skills to carry out the tasks set out in your employment framework.

You must submit your exemption request to your employer authority, which submits it to the NCTF.

The request for exemption shall be made using the following form:

The exemption decision is subject to a certificate from the NCTF specifying the number of days and the nature of the training for which the exemption is granted.

How does the professionalization training take place in the event of assignment to a position of responsibility?

Professionalization training in the event of assignment to a position of responsibility shall take place within 6 months of such assignment.

The positions of responsibility concerned are as follows:

  • Functional posts (Director General of Services, Director General of Technical Services, etc.)
  • Certain managerial posts giving rise to the right to a new index improvement (head of a department's health and social care constituency, nurse responsible for managing home care services, departments, etc.)
  • Posts declared to be posts of responsibility by the territorial authority after the opinion of the Technical Committee

When you are required to complete a professionalization training course following your assignment to a position of responsibility, you are provided with the professionalization training throughout your career for the current period.

A new period of professionalization training throughout your career begins at the end of your professionalization training following your assignment to a position of responsibility.

Professionalization training in the event of assignment to a position of responsibility takes place during your working time.

At the end of each training session, CNFPT: titleContent draw up a certificate.

The certificate shall specify the title and duration of the training followed.

The NCTF sends this attestation to you and your employer administration.

The certificate is attached to your individual file.

You can request to be wholly or partially exempted from the training of professionalization in case of assignment to a position of responsibility.

This requires you to have a professional background or have completed a skills assessment that justifies having the necessary skills to carry out the duties of your position.

You must submit your exemption request to your employer authority, which submits it to the NCTF.

The request for exemption shall be made using the following form:

The exemption decision is subject to a certificate from the NCTF specifying the number of days and the nature of the training for which the exemption is granted.

What is refresher training?

The purpose of the refresher training is to develop your skills or to allow you to acquire new ones.

Who is involved?

Career development training is provided at your request or at the request of your employer's administration.

You can apply for developmental training regardless of your category (A, B or C) and job cadre.

How is refresher training provided?

Further training is provided subject to operational requirements.

Your administration may refuse you further training twice in succession only after consulting the HEADING: titleContent.

You can apply for advanced training as part of personal training account (PTA).

You can receive refresher training during a parental leave.

If you have received further training during your working time, you may not receive further training until at least 12 months after the end of your 1re training.

However, if your 1re training was less than 8 working days, split or not, you can benefit from a new refresher training only 6 months after the end of your 1re training. But the cumulative duration of your 2 courses should not exceed 8 working days over 12 months. If the cumulative duration of your 2 courses exceeds 8 working days in 12 months, the minimum 12-month delay between the 2 courses applies.

These delays of 6 or 12 months minimum between 2 advanced training courses do not apply if you have not been able to follow your 1re training to completion for operational reasons.

In order to promote your professional development, you have priority access to continuing training if you are in one of the following situations:

  • You belong to a employment framework Class C and you don't have the bachelor's degree
  • You have a disability and you are entitled to the obligation to employ
  • It is established, after consulting the occupational doctor, that you are particularly exposed, in view of your individual professional situation, to a risk of professional wear and tear

When the training you request is provided by your employer administration, you automatically receive it.

If you have more than one course that matches your request, your employer administration may decide to send you the course it provides itself.

If the training envisaged is not provided by your employer administration, the conditions for implementing your priority access are specified by ministerial decree.

You can also ask for personalized support to help you develop and implement your professional project.

What is onboarding training?

The purpose of integration training is to facilitate your integration when you are newly appointed as a contract employee in the territorial public service.

This training allows you to acquire knowledge about the territorial environment in which you will practice.

It relates in particular to the organization and functioning of local and regional authorities and their public institutions, local public services and the status of the territorial civil service.

The content of the training is defined by the CNFPT: titleContent.

It takes place within one year of your hiring.

Who is involved?

You must take the onboarding course if you are recruited for one of the following reasons for a period longer than 1 year:

  • Lack of a cadre of civil servants capable of performing the functions for which you were recruited
  • Your recruitment is justified by the needs of the services or the nature of the duties and by the impossibility of recruiting an official
  • Work in a municipality with less than 1 000 inhabitants or in a group of municipalities with less than 15 000 inhabitants
  • To work in a new municipality resulting from the merger of municipalities with less than 1 000 inhabitants for a period of 3 years following the creation of the new municipality, possibly extended to 1er renewal of municipal council
  • Work in a non-full-time job with a working time of less than one half-time
  • To hold a job in a municipality with less than 2 000 inhabitants or a group of municipalities with less than 10 000 inhabitants, the creation or removal of which depends on the decision of an authority which is binding on the territorial authority (for example, the employment of a specialized territorial agent of nursery schools - Atsem - the creation or removal of which depends on the decisions of the national education to open or close classes)

You can request to be totally or partially exempted from the onboarding training.

This requires proof of a diploma or professional experience that has enabled you to acquire the necessary skills to carry out the tasks envisaged by your job.

To be considered, your professional experience must be at least 3 years.

You must submit your exemption request to your employer authority, which submits it to the NCTF.

The exemption request is made using the following form according to your hierarchical category:

The special status of the employment framework your job defines the minimum and maximum durations of professional training. It also defines the periodicity of training for professionalization throughout the career.

Your employer's administration, in consultation with you, determines the duration and nature of your professionalization training according to your needs assessment.
