Representatives of parents of pupils at primary school (kindergarten and elementary)

Parent representatives at primary school (nursery and elementary school) are elected annually. They participate in the life of the school, in particular by facilitating relations between parents and teachers.

General

Any parent of pupils may be elected as a full representative or alternate representative, unless he is already a member of the school board. Thus, a teacher who is at the same time a parent of a pupil enrolled in the same school will not be able to be elected representative.

Warning  

if parental authority has been taken away from him, the student's parent cannot be a candidate.

A parent of a student who wishes to run for office may be a member of a parent-student association, but this is not mandatory.

The parent who wants to apply must register on a list of applications. Each list must contain at least 2 names of candidates and not more than twice the number of seats to be filled.

Lists of candidates must be deposited at the election office 10 free days before the vote.

There are as many parents' representatives as there are classes in each school.

Schedule

Elections are usually held in early October.

Who can vote?

Every parent of a pupil can vote, regardless of nationality. However, if parental authority has been taken away, the parent of the pupils cannot vote.

Each voter has one vote, regardless of the number of children enrolled in the school.

How to vote?

  • On site, by going to the settled polling station in the school
  • Either the vote under closed cover can be sent by mail or deposited by the student at the school

Method of voting

The ballot is a list ballot.

A list is made up of parents of pupils, whether or not they are members of a parents' association.

The list must have at least 2 names. It may not contain more than twice the number of names than the number of seats to be filled.

Candidates shall be entered on the list without specifying whether they are candidates or alternates.

The order of the candidates on the list determines the allocation of seats.

The list shall bear the name either of the federation presenting the list, or of the association of parents of pupils presenting it, or, in other cases, of 1er candidate.

This is a proportional list vote with the strongest remaining.

The electoral quotient is calculated, i.e. the number of votes cast divided by the number of seats to be filled. To get a seat, the list must get as many votes as the electoral quotient. If there is one vacancy left, the list that has the largest vacancy will get it.

For example, there are 3 vacancies, 4 lists of candidates and 207 votes cast. The electoral quotient is therefore: 207/3 = 69. So it takes 69 votes to get a seat.

The last seat will be allocated to the list with the strongest remaining number, that is, list D with 30 votes. She thus gets 1 seat.

In the event of a tie, the vacancy shall be allocated to the list which obtained the largest number of votes.

In the event of a tie in the number of votes, the remaining vacancy shall be allocated to the oldest candidate.

FYI  

if seats are not filled due to a lack of candidates, the school principal shall draw lots among the parents of eligible student volunteers. The draw must be organized within 5 working days after the results.

Parent representatives sit on the school board.

They facilitate relations between parents and staff.

They may intervene with school principals to raise a particular issue or to ensure a mediation at the request of one or more of the parents concerned.

A school premises may be made available to representatives of parents of pupils on a temporary or permanent basis. It may be used in particular for the organization of meetings, during and outside school time.

Please note

the alternate of a representative may attend the school board. He may participate in the debate only if he replaces an absent incumbent.

Representatives are elected for the duration of the school year.

Their term of office shall end on the day of the firstre meeting of the Board following their renewal.

Mayotte
