Checks Central File (FCC)

The Central Checks File (FCC) lists people who are no longer allowed to issue checks or use a credit card due to misuse. The registration in the file is erased in case of regularization of your situation, or automatically after a delay of 2 to 5 years. The FCC may be consulted by authorized bodies. You can also access it and request a correction of your information.
You can be enrolled in the CCF if you are in one of the following situations:
- Your bank has you not issue checks.. This is the case when you have issued a check and it was rejected by your bank for lack of provision.
- A court decision has not issue checks
- Your bank has forbidden you to use a credit card due to misuse
The Banque de France then registers you in the FCC.
Persons prohibited from issuing checks
The FCC includes the following information:
- Identity of persons who have issued an NSF check or have been banned by court order (first name, last name, username, gender, date and place of birth)
- NSF checks that cause a ban (incident number, check amount, date and cause of the refusal, branch bank, etc.)
Persons prohibited from using a credit card
The FCC includes the following information:
- Identity of persons (first name, name, date and place of birth),
- Bank card withdrawal date
Prohibition on issuing checks
If your bank has prohibited you from issuing checks and you do not regulate the situation, you will be enrolled in the FCC for 5 years.
No use of credit card
If your bank has prohibited you from using a credit card for improper use and you do not regulate the situation, you will be enrolled in the FCC for 2 years.
Accessing the entire file
The following organizations can view all FCC information:
- Credit institutions, finance companies, payment and electronic money institutions
- Debt overhang commission
- Judicial authorities
Limited access to own data
To have access to the file and to check the information concerning you, you must send an email to the Banque de France or go there.

On site
You must go to a local branch of the Banque de France. You must show your ID.

You must send a signed letter to the local branch of the Banque de France. The mail must be accompanied by a double-sided photocopy of your ID.

If your case is complex and you are unable to obtain the information from the Banque de France, you must write to the service of the files of incidents of payment of individuals (SFIPRP). You must attach a photocopy of the two-sided identity card.

Reasons
You can challenge and possibly correct the file information in one of the following cases:
- Your subscription to the FCC is the result of an error in your bank
- You demonstrate that you are not responsible for the incident that led to your registration with the FCC
- You have not been removed from the file while you have regularized your situation
Procedure
You must send a written request to your bank.
If your bank accepts your request, the procedure differs depending on whether you are prohibited from issuing checks or using a credit card.
Request for a prohibition on issuing checks
Your bank must ask the Banque de France to unsubscribe from the FCC within 10 working days..
Your bank will inform you immediately and in writing of the cancelation of your registration. You can then issue checks again.
Application for a ban on the use of a credit card
Your bank must ask the Banque de France to unsubscribe from the FCC within 2 working days..
