Statutory and continuing education in the State Civil Service (EPF)

Are you a public official (incumbent or contracted) of the State Public Service? You are concerned with both statutory and continuing training. Certain public officials are given priority to benefit from this training. We're laying out the regulations for you.

The situation differs depending on whether you are a permanent employee (civil servant) or a non-permanent employee (contractual). For example, statutory training occurs when you move to a new grade if you are a civil servant and to a new job if you are a contractual employee.

Official

As a public servant, statutory training is designed to:

  • To provide the theoretical and practical knowledge necessary for the performance of your duties, when you move to a new grade.
  • Promote awareness of the environment in which you perform your duties.

The content of the statutory training shall be fixed for each body by ministerial order.

This text may provide that the training is not followed in its entirety in accordance with the experience gained from your work.

This training is:

  • Enrolled in the annual training plan developed by the administration
  • Accomplished during the probationary period
  • Mandatory

The training may be carried out:

  • In person
  • Remote
  • Or in a work situation

As a public servant, the purpose of continuing training is to enable you to maintain or improve your skills throughout your career.

It should allow you to:

  • Adapt immediately to your new workstation
  • Adapt to the foreseeable evolution of the business
  • Develop your qualifications or acquire new ones

The administration shall include in the annual training plan the continuing training it offers.

You can take continuous training at your request or at the request of your employer administration.

The training may be carried out:

  • In person
  • Remote
  • Or in a work situation

You benefit from a priority access continuing education if you are in any of the following situations:

  • You belong to a body Class C and you don't have the bachelor's degree
  • You have a disability and you are entitled to theobligation to employ
  • It is established, after consulting the occupational doctor, that you are particularly exposed, in view of your individual professional situation, to a risk of professional wear and tear.

When the training you request is provided by your employer administration, you benefit from it automatically.

If you have more than one course that matches your request, your employer administration may decide to send you the course it provides itself.

If the training envisaged is not provided by your employer administration, the conditions for implementing your priority access are specified by ministerial decree.

Continuing education at your request

You can receive continuous training at your request, subject to service requirements.

If such an application has been refused to you, a second refusal may be made only after the HEADING: titleContent.

An application for continuing training may not be refused if you have not had any continuing training in the previous 3 years. However, your entry into training may be postponed for a maximum of one year because of the service requirements after notice from the CAP.

When you are admitted to continuing training organized by the administration, you must complete the entire training.

Ongoing training at the request of your administration

You may be required to attend training at the request of your administration in the interest of the service.

Immediate adaptation to the workplace

Continuous training to ensure your immediate adaptation to the workplace, followed by instructions from your administration, is taken into account in your working time.

Adapting to the foreseeable evolution of the professions

Continuous training to ensure your adaptation to the foreseeable evolution of the professions is taken into account in your working time.

However, the duration of these training courses may exceed, with your written consent, your service hours within the limit of 50 hours a year.

Training hours completed outside working hours may be completed under the personal training account.

Development of qualifications or acquisition of new qualifications

Continuous training courses designed to enable you to develop your qualifications or to acquire new ones take place over your working time.

However, the duration of these training courses may exceed, with your written consent, your service hours within the limit of 80 hours a year.

Training hours taken outside working hours may be carried out within the framework of the personal training account.

Your remuneration is maintained when the training takes place during working time.

Contractual

As a contractor, statutory training is designed to:

  • To provide the theoretical and practical knowledge necessary for the performance of your duties, when you access a new job
  • Promote awareness of the environment in which you perform your duties

The content of the statutory training shall be fixed by ministerial decree for the body of public servants to whom your job corresponds.

This decree may provide that the training is not followed in its entirety according to the experience gained from your work.

The administration shall include in the annual training plan the statutory training it offers.

It is mandatory.

The training may be carried out:

  • In person
  • Remote
  • Or in a work situation

Your admission to training may be subject to a commitment to serve, i.e. an obligation to work in the administration for a minimum period after the end of your training.

This may be the case for a formation of a duration sMore than 2 months.

The duty to serve can be fulfilled in all 3 public functions (state, territorial or hospital).

The duty to serve may be provided for:

  • By Ministerial Order
  • Or by a decision of the administrative authority that recruited you.

The duration of service commitment in the administration may not not be greater than Two years. However, the order or decision may extend that period, up to Maximum 5 years, if your training is particularly expensive.

If you leave the Public Service before the end of your employment, you must repay:

  • Training expenses
  • And the remuneration you received during your training.

If you have completed part of the service due on your commitment before departure, the reimbursement is calculated on the basis of the time you have not completed.

As a contractor, continuous training is designed to help you maintain or improve your skills throughout your career.

It should allow you to:

  • Adapt immediately to your new workstation
  • Adapt to the foreseeable evolution of the business
  • Develop your qualifications or acquire new ones.
