Verified 01 January 2023 - Directorate for Legal and Administrative Information (Prime Minister)

Public servants of the State (FPE) receive an annual credit for hours of vocational training, called personal training account (PTA). These hours may be mobilized on their own initiative. They provide training for the acquisition of a diploma or the development of skills as part of a professional development project (mobility, promotion, retraining).

General case

What is CPF?

It is a device that allows you to take training courses funded by your employer during your career.

Your CPF is automatically fed a certain number of training hours at the end of each year.

It is you who take the initiative to use these training hours, with the agreement of your administration.

Who can benefit?

You automatically have a CPF whether you are a probationary or tenured public servant.

How is the CPF powered?

Your CPF is automatically powered from 25 hours, at the end of each year, up to 150 hours maximum.

Once your CPF reaches 150 hours, if you do not use those hours, it is no longer powered.

You can consult your rights on the dedicated digital space.

My Training Account

If you occupy a incomplete or incomplete employment, your CPF's power is calculated based on how long you work.

If necessary, the number of hours of training obtained shall be rounded up to the next higher whole number.

On the other hand, part-time working periods are treated as full-time periods.

If you wish to use your CPF to carry out a professional development project aimed at preventing you from becoming unfit for your duties, you can benefit from 150 hours of overtime.

These overtime hours are granted at your request.

Your application must be accompanied by an opinion from the occupational doctor certifying that your state of health, in the light of your working conditions, puts you at risk of being unfit for your duties.

The following holidays are taken into account for the calculation of the power supply of your CPF:

If you receive service discharges for a union mandate, the duration of these service discharges is taken into account when calculating the power supply to your CPF.

You can ask a new public employer to use your training rights acquired from other public or private employers.

Similarly, if you go to work in the private sector, you can apply to use your acquired training rights in the public sector.

If you have previously worked in the private sector, the training entitlements you have in euros can be converted into training hours up to a maximum of 150 hours.

The total amount of rights which have been successively converted may not exceed 150 hours over a continuous period of 6 years.

The conversion into hours of acquired rights in euros is done on the basis of 1 hour of training for €15.

If necessary, the number of hours of training obtained shall be rounded to the nearest whole number.

If you have acquired training rights under your citizen engagement account (CEC), you can use them in addition to the hours registered on your CPF to implement your professional development project.

You can also use the training rights of your EQF to acquire the skills needed to carry out voluntary or voluntary activities.

Acquired rights in euro under the EQF can then be converted into hours on the basis of 1 hour of training for €12.

If necessary, the number of hours of training obtained shall be rounded to the nearest whole number.

Your CPF is no longer being fed and the training rights can no longer be used when you retire except in the case of disability pension.

What training can be done with the CPF?

You can use your CPF for any training aimed at the acquisition of a diploma or the acquisition of skills necessary for the implementation of a professional development project.

This project may be part of the preparation of future mobility, promotion or retraining.

You may not use your CPF for training related to your current duties.

The hours acquired on the CPF can be used to complete preparation for competitions and administrative examinations.

CPF can be used in combination with vocational leave.

It can be used in addition to leave for the validation of experience and for skills assessment.

It can also be used to prepare for administrative examinations and competitions. And, if you are registered for a competition or professional exam, you can also use your time savings account or CPF to have personal preparation time. This personal preparation time may be granted to you whether or not you are receiving competition preparation by your administration. This personal preparation time is limited to 5 days per year

Training under the CPF must take place, as a matter of priority, during working hours.

The Administration shall consider applications for the use of the CPF giving priority to the following applications:

  • Training, coaching or assessment of skills to prevent a situation of incapacity to perform duties
  • Training or support for validation of experience (VAE) by a diploma, qualification or professional certification
  • Preparation for competitions and administrative examinations
How do I apply for training?

You must seek the written agreement of your administration on the nature, timing and funding of the training you wish.

No length of service is required to use the training rights of the CPF.

Your application must specify on which professional development project your application is based.

If you have several courses to meet your request, including one organized by your employer administration, this training is given to you as a priority.

If you wish, before formulating your training request, you can benefit from personalized support to develop your professional project.

If the duration of your training exceeds the number of hours registered in your CPF, you may, with the agreement of your administration, use in advance hours not yet acquired. However, the number of unacquired hours that can be used is limited to 50 hours.

If you are on secondment, the employer to whom you are seconded provides for the maintenance, instruction and financing of your training rights.

If you are made available, the feeding, education and financing of your training rights are provided by your home administration, unless your making available agreement provides otherwise.

If your request for training is refused, your administration must inform you of the reasons for its decision. You may challenge this refusal decision before the HEADING: titleContent.

The administration cannot oppose a request for training to enable you to acquire the baccalaureate. However, they may postpone the training until one year after your request.

If a request for training is refused for 2 consecutive years, your administration cannot refuse you a 3e once after advice from the CAP.

How is training funded?

Your employer administration will cover the educational costs associated with your training.

Depending on your home administration, this payment of educational expenses may be capped by ministerial order (or by decision of the board of directors if you work in a public institution).
