Annual leave in the public service

From 1er January to December 31
Day actually worked in a company or administration. There are five per week.
A set of officials subject to the same set of rules, called special status, fixed by decree, and intended to occupy the same posts
Corresponds to all calendar days in the calendar year, from 1er January to December 31, including public holidays or non-working days
Possibility for the employer's administration to take exceptional measures and to postpone requests from public officials (for example leave) to ensure continuity of service and safeguard the general interest
As a public servant, you are entitled to a number of days of paid annual leave per employee. calendar year varies depending on your number of days worked per week. Additional days are granted when you take a specific number of days between 1er November and April 30. We present you with the information you need to know.

State Civil Service (EPF)
General Calculation Rule
You are entitled, for one year of completed service, of 1er January to December 31, paid annual leave of a duration equal to 5 times the number of days worked per week.
This applies whether you are a public servant (trainee or incumbent) or a contract employee and whether you work full-time, part-time or on a non-full-time or incomplete employment.
This applies if you are a public servant on secondment.
Some periods are considered to be periods of completed service and do not reduce your vacation entitlement.
These are the following holidays:
- Regular sick leave, long-term sick leave, long-term sick leave
- Leave for temporary invalidity attributable to service (Citis)
- Maternity or adoption leave, leave for 3 days of birth or for the arrival of a child for adoption, paternity and childcare leave
- Vocational training leave, for validation of experience, for skills assessment
- Union Training Leave
- Leave for health and safety training if you are a staff representative on the Social Committee
- Youth leader and youth worker training leave
- Volunteer head of association leave
- Family Solidarity Leave
- Citizenship Leave
- Leave to perform a period of activity in the operational reserve, the civil security reserve, the health reserve or the civil reserve of the national police
- Parental leave
- Caregiver leave

Additional Days Off
If you take a specified number of days of vacation leave in your 25 days, outside Period 1er may - 31 october, you have extra days (called split days).
If you did not work the whole calendar year
If you're not working calendar year full, you are entitled to annual leave, the duration of which is calculated in proportion to the duration of the services performed.
The number of days obtained is rounded up to the next half day if necessary.
Example :
If you are working full time 9 months in the year, you have 18.75 days off, rounded to 19 days (25 x 9 / 12).
If you are under 21 years of age
If you are under 21 years of age on 1er in January of the year, you can claim full vacation leave, even if you have not worked the full year.
In this case, the days granted in addition to your earned leave entitlements are not paid.
Example :
If you have worked full-time for 9 months in the year, you can request to have 25 days off in the year but only 19 days (25 x 9 /12) out of 25 are paid.
General rule
The schedule of leave is determined by your head of department, after consultation with all staff.
Leave may be split in the interests of the service.
You cannot be away more than 31 calendar days consecutive.
However, you may exceptionally be allowed to accumulate your leave to travel to your country of origin or to accompany your spouse to his or her country of origin.
You have priority in choosing your annual leave periods if you are a caregiver.
Reminder
You can't work during your holidays, except in some special cases.
Postponement and compensation of leave
Annual leave may not be carried over from one year to the next, unless exceptionally authorized by your employer's administration.
However, annual leave not taken due to sick leave or accident in service may be carried over from one year to the next, under certain conditions.
Under certain conditions, leave not taken in a year may be credited to a Time Savings Account (TSA).
Leave not taken shall not give rise to compensatory allowance.
However, if you are contracted in CSD: titleContent and if you have not been able to take all or part of your leave, due to service requirements, you are entitled to a compensatory allowance at the end of the contract.
If you are a contract holder in CDD or in DTA: titleContent, you are also entitled to compensation in the event of dismissal, except in the case of dismissal for disciplinary misconduct.
Days of recovery of working time (RTT) may be assigned to you if the legal working time is exceeded.
Their conditions of use and counting shall be laid down by the administration.
These days are to be distinguished from annual leave.
Territorial (FPT)
General rule

Examples of calculation of annual leave according to working time
If you work part-time, you are entitled to the same number of days of annual leave as a full-time employee. However, your leave is paid in proportion to your actual working hours.
Example :
If you are part-time at 80% and work 4 days a week, you are entitled to 25 days of annual leave but only 20 days will be paid.
Additional Days Off
If you take a specified number of vacation days out of your 25 days outside Period 1er may - 31 october, you have extra days (called split days).
If you did not work the whole calendar year
If you're not working calendar year full, you are entitled to annual leave of 2 working days per month or fraction of a month exceeding 15 days.
Example :
You work full-time from April 10 to December 31, you get 18 days off (9 x 2).
Principle
The schedule of leave is determined by your head of department, after consultation with all staff.
Leave may be split in the interests of the service.
The leave schedule shall be made available to staff by 31 March each year.
You can enjoy 3 consecutive weeks of annual leave during the summer period, unless the service is strictly operational.
You cannot be away more than 31 calendar days consecutive.
However, if you are originally from Corsica, you can request to accumulate your annual leave over 2 years to travel there.
You have priority in choosing your annual leave periods if you are a caregiver.
