Hospital Public Service Time Savings Account (TSA)

Are you a public hospital official and you have not taken all your days off or RTT as of December 31? The Time Savings Account (TSA) allows you to save unused days, within certain limits. We'll give you the information you need to remember.

You're incumbent

You can request the opening of a TEC if you have been employed continuously for at least 1 year.

You're an intern

You cannot open of TEC.

If, before being appointed as a trainee, you had a TEC, as a permanent or contractual official, you cannot use the saved days, or accumulate new ones, during your traineeship.

Upon tenure, you will be able to use the days saved on your CET again and save new ones.

Warning  

Medical, pharmaceutical and odontological personnel are covered by a special scheme.

The TEC may comprise Maximum 60 days.

When the CET has 15 days, you can save up to 10 days a year.

Exceptionally, in 2024, the total number of days that can be saved on your CET is increased from 60 to 70 days.

If you have saved days in 2023 beyond 60 days, you can keep them in your account up to 70 days.

And if your CET has 15 days, you can save up to 20 days in 2024.

You are informed every year of the days saved and consumed.

The TEC may be fed from the following days or hours:

  • Days of annual leave (including split days). However, you must take at least 20 days of leave per year
  • Working days or hours reduced (RTT)
  • Overtime work if not subject to compensating rest or compensation.

If your CET does not exceed 15 days

If the number of days counted at year-end on your CET is less than or equal to 15, you can either use these days as holidays or leave them on your CET.

If you decide to take these days off, you can take them as one or more days.

If a request for leave from the TEC is refused, your administration must inform you of the reason for the refusal. You can appeal to your head of school, who decides after hearing the opinion of the HEADING: titleContent.

You can claim all your unused vacation days on your CET at the end of the following holidays:

  • Maternity or adoption leave
  • Paternity and childcare leave
  • Caregiver leave
  • Family Solidarity Leave

The administration cannot refuse it.

If your CET has more than 15 days

If your CET has more than 15 days at the end of the year, you must either use at least 15 days as leave or leave on your CET at least 15 days.

If you decide to take these minimum 15 days off, you can take them in one or more times.

If a request for leave from the TEC is refused, your administration must inform you of the reason for the refusal.

You can appeal to your head of school who decides after the advice of the HEADING: titleContent.

If you have not taken your days counted beyond 15, in the form of leave, you can request that they be compensated and/or converted into additional retirement points and/or maintained on your CET.

You can only request to keep on your CET 10 days a year within the limit of 60 days in total.

If you choose to keep days on your CET, you will only be able to use those days as leave.

You can request that your days be for a 1re share compensated, for a 2e share converted into supplementary pension points and for a 3e share held on your CET according to the distribution you want.

You must make your choice before 1er April of the following year.

In the absence of any request, the days counted on your CET above 15 are automatically converted into additional pension points.

Please note

If your CET has more than 60 days end of 2024, the days saved beyond 60 days may be, in subsequent years, kept on your CET or used (in the form of leave, compensated or converted into supplementary retirement points).

You can claim all your unused vacation days on your CET at the end of the following holidays:

The administration cannot refuse it.

Compensation for days saved

You are paid one allowance per day saved.

The amount depends on your category on the day of your claim.

The allowance shall also be subject to contribution to the RAFP: titleContent at the rate of 5% together with your other premiums and allowances, they do not exceed 20% of your raw index treatment.

The allowance is taxable on income.

Conversion to supplementary pension points

You can request that your unused vacation days be converted to PFRP retirement points.

The number of points is calculated from the amount of compensation you are paid when you claim compensation for your saved days.

The net amount of the allowance is divided by the purchase value of the pension point.

Change of establishment

You can use your CET.

The management of your CET is ensured by your host institution.

Secondment to the public service

If you are seconded to the hospital civil service, you can use your CET. It is managed by your host institution.

In case of secondment to the State or territorial civil service, you can use your CET according to the rules applicable in your host administration or territorial authority.

Availability

You can only use the days saved on your CET with the permission of your home administration.

And you can only claim their compensation or their conversion into additional pension points.

Parental Leave

You can only use the days saved on your CET with the permission of your home administration.

And you can only claim their compensation or their conversion into additional pension points.

Making available

In the event of being made available in the hospital public service, you can benefit from your spare days on authorization from your home institution and your host administration. The applicable rules are those governing your CET at your home institution.

Where leave is made available in the State or territorial civil service, it may be used in accordance with the rules applicable in the host administration or local authority.

Placement in search of assignment with the National Management Center

You can use your CET.

The management of your BOT is provided by the National Management Center.

Reserve leave

You can only use the days saved on your CET with the permission of your home administration.

And you can only claim their compensation or their conversion into additional pension points.

Direct integration

In the case of direct integration into the hospital public service, you can use your CET. It is managed by your host institution.

In the case of direct integration into the State or territorial civil service, you can use your CET according to the rules applicable in your host administration or territorial authority.

Please note

If you leave definitely in the civil service (resignation, dismissal, retirement...), you must pay your CET before leaving. Otherwise the days are lost.
