Skills assessment in the State Civil Service (EPF)

Are you a public official of the State civil service (civil servant or contract employee) and you want to define and implement a professional development project? With exceptions, you can claim a skills check every 5 years. It may be carried out at your request or at the request of your administration. The costs associated with the support of this balance sheet shall be borne by your administration. We're laying out the regulations for you.

A skills check allows you to analyze:

  • Your professional and personal skills
  • Your skills and motivations.

It is used to define a professional project and, possibly, a training project.

You can do a competency check whether you are a public servant or a contractor.

To promote your professional development, you benefit from a priority access skills check if you are in any of the following:

  • You belong to a body category C and you don't have the bachelor's degree
  • You have a disability and you are entitled to theobligation to employ
  • It is established, after consulting the occupational doctor, that you are particularly exposed, in view of your individual professional situation, to a risk of professional wear and tear

When the skills check is carried out by your employer administration, you automatically benefit from it.

If several organizations can respond to your request, your employer administration may decide that you carry out the competency check that it ensures itself.

The competency assessment can be obtained:

  • At your request. The balance sheet may take the form of an application for leave, i.e. leave.
  • At the request of your administration.

You can use your personal training account (PTA) to complete the preparation or realization of your balance sheet.

Request for leave for skills assessment

You shall submit to your administration your request for:

  • Leave
  • Support

Response from your administration

Your administration in 2 months who follows your request answers you in writing.

In the event of a refusal, the administration must give reasons for its refusal.

A competency check consists of 3 phases.

Preliminary phase

The aim of the preliminary phase is:

  • Define and analyze your needs
  • Inform you of the conditions of the skills assessment and the methods and techniques used
Investigation phase

The investigation phase allows you to analyze your professional and personal motivations and interests.

It allows you to identify your professional and personal skills and abilities and, if necessary, assess your general knowledge.

Finally, it allows you to determine your possibilities for professional development.

Concluding phase

The wrap-up phase enables you to perform the following actions through custom interviews:

  • Read the detailed results of the investigation phase
  • Identify factors that may or may not favor your professional project and, if necessary, your training project
  • Plan the main stages of your project implementation

This phase ends with the provider presenting the detailed results of the balance sheet and a summary document.

You are the only recipient of the detailed results and summary document.

They can only be communicated to a third party with your consent.

Your request for a competency assessment or the proposal made by your administration is made in particular :

  • On the occasion of your annual interview
  • As part of your annual assessment
  • As part of a career review.

If you've done a skills check, you have to wait 5 years before you can pretend to do one again.

However, that period shall be 3 years if you are in any of the following :

  • You belong to a body category C and you don't have the bachelor's degree
  • You have a disability and you are entitled to theobligation to employ
  • It is established, after consulting the occupational doctor, that you are particularly exposed, in view of your individual professional situation, to a risk of professional wear and tear

At the initiative of your administration

Your administration covers all costs associated with the competency check.

At your initiative

Your administration can cover the costs of the balance sheet.

Upon receipt of proof, you will be granted leave if you prepare or carry out a competency check not covered by the administration

During the skills check leave, you continue to receive your regular salary.

The duration of the leave shall be Maximum 24 hours working time per balance sheet.

If you are in one of the following situations, the duration of the leave is set at 72 hours working time by balance sheet:

  • You belong to a body category C and you don't have the bachelor's degree
  • You have a disability and you are entitled to theobligation to employ
  • It is established, after consulting the occupational doctor, that you are particularly exposed, in view of your individual professional situation, to a risk of professional wear and tear

This leave may be taken in installments.

You must present to your head of department a attendance certificate issued by the provider organization at the end of your leave.

The balance sheet summary document is available to your human resources branch unless you specifically object.
