What should a foreigner do if they change their address?

If you are a foreigner, that you have a residence permit of longer than 1 year and you have moved (in the same commune or another), you must declare your new home within 3 months of your move.
You need to do this online:
To make your request via the Internet, you must provide in digital all subsequent documents (they must be legible):
- Residence permit
- Passport (pages on civil status, validity dates and entry stamps)
- Proof of domicile less than 3 months old.
- e-photo : enter the code of the e-photo (provided by the photographer or the approved cabin on the photo board). If you don't have an e-photo yet, you can locate a digital photo and signature service.
If you ask a new residence card, you must also provide proof of payment of the tax and/or stamp duty to be presented when the card is handed over.
Your change of address declaration will be saved for free. You will receive a certificate to be kept.
FYI
The manufacture ofa new residence card is not mandatory. If you do the demand, you must pay €25 by tax stamps, unless you are an EU nationalEU, of theEEE or the Swiss Confederation or a member of the family of such a national.
