Basic pension of a public official: what difference between the full rate and the maximum rate?

Full-rate and maximum-rate pensions: you've heard about them, but you don't know exactly what they are? We'll explain the difference.

As a civil servantHowever, when you retire, you get a basic pension of the SRE: titleContent, if you are a State official, or CNRACL: titleContent, if you are a territorial or hospital official, and a supplementary pension of the Additional Public Service Pension (PSPR).

We're talking about full rate and maximum rate for basic retirement.

The supplementary pension of the RAFP is a pension by points, that is, your pension contributions are converted into pension points.

And when you retire, your pension points accumulated during your career are converted into a retirement pension.

In the case of the PFRP, we are not talking about a full-rate pension or a maximum-rate pension.

But your supplementary pension from the PFRP is increased according to the number of years between the statutory minimum retirement age and the actual age at which you retire.

If you are a contractual person, you receive a basic pension Social Security Pension Insurance, as a private sector employee, and a supplementary pension of theSupplementary pension institution for non-permanent officials of the State and public authorities (Ircantec).

The conditions for granting a basic full-rate Social Security Pension Insurance pension are the same as for a private-sector employee.

The Ircantec is also a retreat by points.

If you retire before the age of 67 without having a basic full-rate pension from Pension Insurance, the amount of your supplementary pension from Ircantec is reduced.

A full-rate pension is a pension granted without discount.

Your basic pension is granted at a full rate in the following 2 cases:

  • You retire with a fixed number of pension insurance quarters all regimes combined
  • Or you retire at an age called haircut cancelation age, regardless of how many quarters of pension insurance you have

The number of quarters of pension insurance required to qualify for a full-rate pension and the age at which the haircut is canceled vary depending on whether you are a public servant of active category or sedentary and according to your year of birth.

If you retire before the haircut cancelation age without having the number of quarters of pension insurance required to qualify for a full-rate pension, your pension amount is reduced based on the number of quarters you miss.

This reduction is called discount.

FYI  

If you have the necessary number of quarters but spread over different basic pension plans, your SRE or NRACL basic pension is calculated based on the number of quarters you have in that plan. Your other pensions are too, but you don't have a discount.

You can have a basic pension at a full rate and not have a pension at the maximum possible rate.

The amount of your SRE or NACL basic pension depends on your last gross index salary held for at least 6 months

But it also depends on the number of quarters of pension insurance validated by the SRE or the CNRACL and taken into account for the calculation of your pension.

The quarters used to calculate your pension are called liquidatable quarters.

For example, part-time quarters are fully taken into account for the calculation of the duration of insurance, but for the calculation of the pension they are taken into account for their actual duration.

5 years completed at 80% count 5 years (20 quarters) for the calculation of your insurance term but 4 years (16 quarters payable) for the calculation of your pension.

Your full-rate retirement pension is calculated as follows:

Last Gross Index Processing x 75% x Your number of quarters payable / The number of quarters of pension insurance required to have a full rate pension

If your number of liquidatable quarters is less than your number of insurance quarters, your pension amount will not be the maximum possible.

Example :

If you are a sedentary class public servant, born in 1962, to have a full rate pension, you must either have 169 quarters (42 years 3 months) of all plans, or wait until you are 67 years old.

If you retire before age 67 with 169 quarters of SRE or NACL pension insurance, your full rate pension is:

Last Gross Index Processing x 75% x 169 / 169

You have the maximum possible rate.

If you retire at age 67 with only 165 quarters, your retirement is equal to:

Last Gross Index Processing x 75% x 165 / 169

Your retirement is indeed a full rate pension no discount but you're not collecting the maximum amount possible.

Amounts shown are gross, but net amounts before tax can be viewed.

For each proposed starting age, you can get the composition of your pension amount: for example, the amount of your basic pension and the amount of your supplementary pension.
