3018, a toll-free number and app, for victims of cyberharassment

At the beginning of February, 3018, a monitoring system for victims of online harassment and digital violence was strengthened. It is now available 7 days a week from 9 a.m. to 11 p.m. Launched in February 2022, the app makes it easy to chat with the professionals of the national number 3018 and store evidence of harassment experienced by the young victim.

The 3018, free, anonymous and confidential number becomes accessible from 9 a.m. to 11 p.m., 7 days a week, 365 days a year, thanks to the recruitment of 8 additional headphones, or 20 headphones in total.

About the 3018

Free, anonymous and confidential, 3018 is the national number for victims of digital violence. It is the single point of entry to report any harassment situation and ensure comprehensive and timely care for the victim. 3018 covers reports of all digital violence, including cyber-bullying, “revenge porn,” webcam blackmail, identity theft, gender-based and sexual violence, and exposure to violent content.

Operated by the e-Childhood Association as part of the European Commission's Safer Internet program, its team is made up of professionals, lawyers, psychologists and digital experts.

The 3018 can now be reached 7 days a week, from 9 a.m. to 11 p.m., by telephone, on 3018.fr via live chat, on social media messaging and via the 3018 app.

3018 has accelerated reporting procedures to remove harmful accounts or content within hours from more than 20 platforms, social networks and messaging services.

It is a partner of the Ministry of National Education, the Ministry of Sport and the Olympic and Paralympic Games, the 119 Child in Danger, the Pharos platform of the National Police, the National Gendarmerie and the Judicial Protection of Youth (PJJ), and can carry out priority reporting.

It advises victims in their efforts to file complaints, if necessary.

With the agreement of the appellant, reports made to 3018 will be forwarded to academic harassment referents to ensure immediate follow-up of the situation within the school.

The four key functions of the 3018 application

Downloadable on all smartphones (iOS or Android), the 3018 app offers 4 key functions:

  • Direct contact by chat or phone with a professional of 3018;
  • Storage of evidence of past harassment (screenshots, photos, url links, etc.) in a secure digital safe, as well as the ability to transfer all or part of this evidence to 3018 teams;
  • Quick access to factsheets on cyberharassment to learn about their rights and how to respond;
  • Self-assessment of their situation using a “Am I being harassed?” quiz, to encourage the victim to seek help.

The report will then be sent to social networks so that they can delete the accounts or the content in question within a few hours, or to the platform Pharos, the official portal for reporting illegal content on the internet, for the most serious cases.

, in order to better support young victims of cyberharassment, in the context of the growing use of mobile phones by young people.

Digital violence continues to increase: in France, 20% of 8-18 year olds and 60% of 18-25 year olds have already faced cyberharassment.
