Civil service: the procedure for calculating the guarantee allowance (Gipa) for 2023

13 august 2023 shall determine the calculation elements to be taken into account for the implementation of the guarantee in 2023.

This provision is available to persons whose gross index treatment has developed less than the consumer price index over the last four years. For the calculation of the 2023 allowance, the reference period for annual gross salaries shall be from 31 December 2018 to 31 December 2022.

For the application of the allowance in 2023, the following data shall be taken into account:

  • The annual value of the index point for 2018 is €56.2323
  • The annual value of the index point for 2022 is €57.2164
  • The rate of inflation taken into account is fixed at + 8.19%.

For example, for a full-time staff member with an index increase of 514 on 31 December 2018 and 31 December 2022, the 2022 Gipa will be €1,861.36. The calculation is as follows:

2018 ABR = 514 x 56.2323 = €28,903.40

TBA 2022 = 514 x 57.2164 = €29,409.23

Gipa 2023 = 28,903.40 x (1 + 8.19%) - 29,409.23 = €1,861.36

Service-Public.fr offers you a simulator which determines whether you are entitled to the Gipa and, if so, how much you will receive. To do so, you must indicate the increased index (shown on your salary slip) that you held on December 31, 2018, and then on December 31, 2022. The calculation is automatic.

Please note

If you are eligible, the allowance is paid automatically with your salary. It is paid once a year in 1 installment at the end of the year when the factors to be taken into account for its calculation are known.
